Any amendments which are necessary to adapt the Annexes to this Directive to technical progress or to developments in this area arising from the work of other international organisations, in particular that of the Central Commission for Navigation on the Rhine (CCNR), to ensure that the two certificates referred to in Article 3(1)(a) are issued on the basis of technical requirements which guarantee an equivalent level of safety, or to take account of the cases referred to in Article 5, shall be adopted in accordance with the regulatory procedure with scrutiny referred to in Article 19(3).

In view of these developments, in July 2000 the Commission submitted an amended proposal, which took over the amendments tabled by the European Parliament to the original proposal. It also provided, by way of the comitology procedure, for account to be taken of future adjustments to the technical requirements in the light of technical progress and of the work of other international organisations, particularly the Central Commission for the Navigation of the Rhine (CCNR).

Special rules on the rights of operators from non-EU countries exist under the Revised Convention for the Navigation of the Rhine (Convention of Mannheim), the Convention on Navigation on the Danube (Belgrade Convention) or may arise from other international agreements or treaties of which the EU is a party.
