Mr. Saint-Martin: In the light of what happened when Mr. Howard Wilson was the ethics counsellor to the previous, previous Prime Minister — and as you know, Mr. Wilson had a rough ride; he was accused of being a lap dog and endured all kinds of insults — that clause article still creates that possibility of confusion, of opening the possibility that the Prime Minister could be tempted, himself or herself, to say that they did not fire that minister because after talking with the ethics commissioner they were led to believe that what he did was okay.
