The conference is organised by the Royal National Institute for the Deaf (RNID) and is supported by the European Commission.

Even within the EU there are many organisations that would be left out, including the Royal National Institute for the Deaf in the UK, and, more importantly, people with profound learning disabilities and severe mental problems, who quite often need an advocate to speak on their behalf.

In order to make some progress in this area, we plan to organise a round table on 21 October in association with the Royal National Institute for Deaf People and the Royal National Institute for the Blind in the United Kingdom and to invite the Member States to attend and to report on the situation at national level.

The leader organization is Penal Reform International, based in London, which will have as counterparts the Ministries of Justice of the three targeted countries, as well as the National Institute of Legal Studies and the Institute for documentation, information and training in human rights in Morocco; the Institute of Human rights of Beirut Bar, the Lebanese NGOs' forum and the Association Dar El Amal in Lebanon; and The Royal Commission of Human Rights and the Royal Institute for Training of Judges in Jordan.

Together, these two recommendations enable the controlled import and export of titles because this is how we, in this area of library service, share titles between ourselves and other trusted intermediaries, for example, the Royal National Institute for the Blind in the United Kingdom or the National Library Service for the Blind and Physically Handicapped of the Library of Congress in the United States and equivalent libraries in France.
Ensemble, ces deux recommandations permettent l'importation et l'exportation contrôlées de titres parce que c'est ainsi que nous, dans ce domaine des services de bibliothèque, partageons des titres entre nous et avec d'autres intermédiaires de confiance, par exemple le Royal National Institute for the Blind au Royaume-Uni ou le National Library Service for the Blind and Physically Handicapped de la Bibliothèque du Congrès aux États-Unis et les bibliothèques équivalentes en France.
