8. Recalls that the Dayton Agreement acknowledged that only the central authorities may represent the country in international organisations, but that the unwieldy bureaucratic structure and complicated, time-consuming, and inefficient decision-making process in BiH can have a detrimental impact on European integration prospects and undermine the country’s capacity to function as a future member of the EU; regrets that, following the entry into force of the SAA and in line with its rules and obligations, the Stabilisation and Association Parliamentary Committee (SAPC) was not constituted owing to the request from the BiH side to introduce an ethnic dimension into the joint rules of procedure; urges the authorities of BiH to address the functionality issue in close cooperation with the Venice Commission; instructs the EU institutions to reflect on the possibility of being actively involved in efforts to find a sustainable solution to the constitutional arrangements of BiH;
8. rappelle que l'accord de paix de Dayton a reconnu que seules les autorités centrales pouvaient représenter le pays dans les organisations internationales, mais que la lourde structure bureaucratique et le processus de prise de décision compliqué, long et inefficace en Bosnie-Herzégovine peuvent avoir un effet négatif sur les perspectives d'intégration européenne et porter atteinte à la capacité du pays à fonctionner en tant que futur membre de l'Union européenne; regrette qu'après l'entrée en vigueur de l'ASA et conformément à ses règles et obligations, la commission parlementaire de stabilisation et de coopération n'ait pas été constituée en raison de la demande de la Bosnie-Herzégovine d'introduire une dimension ethnique dans le règlement commun; exhorte les autorités de Bosnie-Herzégovine à aborder la question de la fonctionnalité en étroite coopération avec la commission de Venise; charge les institutions de l'Union européenne de réfléchir à la possibilité de participer activement aux efforts visant à trouver une solution durable aux dispositions constitutionnelles de la Bosnie-Herzégovine;
