As was also outlined by the Commission in its communication in view of the European Council of Thessaloniki on the development of a common policy on illegal immigration, smuggling and trafficking of human beings, external borders and the return of illegal residents (COM (2003) 323) the institutional status of the Common Unit for external border practitioners (SCIFA+) as a Council working party raises questions about its effectiveness.
Comme la Commission l'a également souligné dans sa communication en vue du conseil européen de Thessalonique sur le développement d'une politique commune en matière d'immigration clandestine, de trafic illicite et de traite des êtres humains, de frontières extérieures et de retour des personnes en séjour irrégulier (COM(2003) 323), le statut institutionnel de l'Unité commune de praticiens des frontières extérieures (SCIFA+), celui d'un groupe de travail du Conseil, pose des problèmes d'efficacité.

Border control policy. The Commission expresses doubts about the ability of the SCIFA+ formation to carry out effectively the day-to-day operational tasks which have been entrusted to it in connection with the management of external borders. Instead, it advocates the establishment of a new, permanent Community structure, under the Commission's control, leaving SCIFA+ with responsibility for certain long-term, strategic issues.

The Common Unit for External Borders Practitioners meets in the Council under the aegis of the SCIFA (Strategic Committee of the Council for Immigration, Frontiers and Asylum) in the so-called SCIFA+ formation.

Therefore, the concept of the Common Unit proposed by the Commission in its Communication of 2002 and endorsed by the European Council should be reviewed: certain more strategic co-ordination tasks could remain with SCIFA +; the more operational tasks could be entrusted to a new permanent Community structure able to exercise this day-to-day management and co-ordination tasks and to respond in time to emergency situations.
Par conséquent, le concept de l'unité commune proposé par la Commission dans sa communication de 2002 et approuvé par le Conseil européen devrait être revu: le CSIFA+ pourrait continuer à exécuter certaines tâches de coordination à caractère plutôt stratégique, tandis que les tâches de nature plutôt opérationnelle pourraient être confiées à une nouvelle structure communautaire permanente, qui serait en mesure d'exécuter ces tâches quotidiennes de gestion et de coordination et d'apporter une réponse rapide en cas d'urgence.

This institutional status raises questions about the effectiveness of SCIFA + when carrying out some of the important tasks which have been conferred on the Common Unit.
Ce statut institutionnel pose des problèmes d'efficacité lorsque le CSIFA+ est amené à exécuter certaines des tâches importantes assignées à l'unité commune.

Notwithstanding the work done by the SCIFA+ in approving these operations and projects, its limitations as a Council Working Party have been demonstrated, when co-ordinating and managing the joint operations and pilot projects raising therefore the need of alternative institutional solutions.
