We cannot even apply the Treaty in relation to human rights, neither can we apply the directives on public contracts, the framework directive on water, the strategic environmental assessment directive, without dealing with what the President of the Higher Council of Colleges of Architects this very morning described as the land-planning horror: he said that the Mediterranean coast is bursting at the seams, that the territory is suffering from great overcrowding and an irreversible impact that will leave an excessively serious ecological mark.
Nous ne pouvons pas davantage appliquer les dispositions du Traité dans le domaine des droits de l’homme, les directives sur les marchés publics, la directive-cadre sur l’eau, la directive relative à l’évaluation stratégique des incidences sur l’environnement, sans aborder ce que le président du Conseil supérieur des écoles d’architectes a décrit ce matin même comme le drame effroyable de la planification urbanistique, parlant d’un littoral méditerranéen proche de l’explosion, d’un territoire souffrant d’une surpopulation importante et d’un impact irréversible, qui laissera de très graves traces sur le plan écologique.
