Since 1992 the Court of Auditors, in its special report No 2/92 on the control of the export refunds paid to major companies selected in the dairy sector (OJ C 101, 22.4.1992) had recommended "the creation of an independent Community unit for ad hoc controls", a memorandum from the President of the Commission on fraud prevention (SEC(1992) final 2045) specified the tasks of the anti-fraud unit, with certain operational tasks focusing on cases involving several financial instruments being added to existing coordination tasks.

The Commission recommends that a communication unit be established in the Office to manage the Office's communication activities on a day-to-day basis and assist the Director on the basis of the guidelines established by the Office.
