Furthermore, such regulatory reforms as elimination of sector specific prohibitive subsidies, capped Russian export duties on certain metal products (mainly scrap) used in EU production of vehicles' parts as well as increased trade facilitation and adjusted gas prices for Russian domestic industry will have further positive effects on the EU's competitiveness in this sectoral trade relation.

(5) In compliance with the Communication on 'A Budget for Europe 2020', the scope of the EGF should be broadened to facilitate the adaptation of farmers to a new market situation resulting from international trade agreements in the agricultural sector and leading to a change or a significant adjustment in the agricultural activities of the affected farmers so as to assist them to become structurally more competitive or to facilitate their transition to non-agricultural activities.

– (FR) I voted in favour of the report by my esteemed German colleague and friend, Mr Böge, calling on the European Parliament to approve the proposal for a decision on mobilisation of the European Globalisation Adjustment Fund (EGF) to provide EUR 4.1 million in commitment and payment appropriations to help the Spanish and Portuguese textile sectors (Catalonia and Norte-Centro regions). The aim is to provide aid for the workers affected by the consequences of the significant changes in the structure of international trade and to help them re-enter the labour market.
– J’ai voté le rapport de mon excellent collègue allemand et ami Reimer Böge appelant le Parlement européen à approuver la proposition de décision sur la mobilisation du Fonds européen d’ajustement à la mondialisation (FEM) à hauteur de 4,1 millions d’euros en crédits d’engagement et de paiement afin de venir en aide au secteur textile espagnol et portugais (régions de Catalogne et du Norte-Centro), pour apporter une aide aux travailleurs touchés par les conséquences des modifications notables de la structure du commerce mondial et aider leur réinsertion sur le marché du travail.

That will also help deal with the adjustment in the shipbuilding sector as we move to formalize this bilateral trading agreement.

The abolition of the remaining quantitative restrictions on textile and clothing products on 1 January 2005 will not affect the carpet sector, as quotas for carpets have already been fully liberalised and the sector has adjusted to a free trade regime.

In response to these recommendations, the Government of Canada has committed to the following: first, continuing to work toward an integrated North American market for Canadian apparel and textile products and to consider any proposals made jointly by the apparel and textile industries for new market development through an outward processing initiative; second, continuing to protect against illegal trans-shipment of imported apparel and textile products and to use existing tools, as appropriate, to respond to industry complaints regarding injurious import surges; third, working through the employment insurance program to continue to meet the needs of workers adjusting to changes in the industry and to ensure, through ongoing support for human resource sector councils, that employees obtain the skills they need to respond to the challenges of a rapidly changing labour market; fourth, identifying and reducing tariffs on imported textile inputs used by the Canadian apparel industry so as to improve the industry's cost competitiveness; and, fifth, continuing to work through the national initiatives component of the Canadian apparel and textile industries program to address the technology support, branding, trade development and e-commerce needs of the apparel and textile industries.

Against this background, the Community and its Member States hope that policy on trade and on development cooperation will be capable of promoting regional economic integration among developing countries. 8. The Council considers that development cooperation policy must be based, inter alia, on: - developing capabilities and strengthening institutions, using technical assistance, research and technical or vocational training, and helping to make regional integration measures better fitted to their goals (by strengthening local capability, increasing awareness in the private sector and civil society and setting up information networks on regional integration); - support for the private sector, to help it take advantage of the opportunities offered by integration (contacts between heads of undertakings, support for setting up joint ventures, information and advisory centres and training); it must go hand in hand with specific technical support for strengthening the financial sector (banking and insurance); - at national level, on structural adjustment instruments, to help states in the process of adjustment which are carrying out reforms aimed at intra-regional economic liberalization involving net transitional costs; technical assistance in the area of economic reform, including adjustments to taxation systems, may also be contemplated.

S'agissant de la politique de coopération au développement, le Conseil considère qu'elle doit notamment s'appuyer : - sur le développement des capacités et le renforcement des institutions, en s'appuyant sur l'assistance technique, la recherche et la formation technique ou professionnelle, et en favorisant l'appropriation des mesures d'intégration régionale (par le renforcement des capacités locales, la sensibilisation du secteur privé et de la société civile et la création de réseaux d'informations sur l'intégration régionale) ; - sur le soutien au secteur privé pour qu'il saisisse les opportunités de l'intégration (contacts entre les chefs d'entreprises, soutien à la création d'entreprises conjointes, centres d'information et de conseil, formation) ; il doit s'accompagner d'un appui technique spécifique au renforcement du secteur financier (système bancaire et assurances) ; - au niveau national, sur les instruments mis en oeuvre dans le cadre de l'ajustement structurel, afin d'aider les Etats sous ajustement mettant en oeuvre des réformes visant à la libéralisation économique intra-régionale qui impliquent des coûts transitionnels nets ; une assistance technique dans le domaine des réformes économiques, y compris en ce qui concerne les adaptations des systèmes fiscaux, pourra également être envisagée.
