1. For the purpose of identifying and tracing each firearm, the Member States, at the time of manufacture of each firearm, either require unique marking, including the name or mark of the producer, the country or place of manufacture and the serial number, for example as laid down in the Convention of 1 July 1969 on Reciprocal Recognition of Proof Marks on Small Arms, or maintain any alternative unique user-friendly marking with simple geometric symbols in combination with a number or alphanumeric code, permitting ready identification by all States of the country of manufacture.

Aux fins de l'identification et du traçage de chaque arme à feu, les États membres, au moment de la fabrication de chaque arme à feu, soit exigent un marquage unique comprenant le nom du producteur ou sa marque, le pays ou le lieu de fabrication et le numéro de série, par exemple selon les dispositions de la Convention pour la reconnaissance réciproque des poinçons d'épreuves des armes à feu portatives du 1 juillet 1969, soit conservent tout autre marquage unique et d'usage facile comportant des symboles géométriques simples combinés à un code numérique ou alphanumérique, permettant à tous les États d'identifier facilement le pays de fabrication.

For the purpose of identifying and tracing each assembled firearm, the Member States shall, at the time of manufacture of each firearm, either require unique marking including the name or trademark of the manufacturer, the country or place of manufacture, the serial number and the year of manufacture (if not part of the serial number), as laid down in the Convention of 1 July 1969 on Reciprocal Recognition of Proofmarks on Small Arms (CIP), or maintain any alternative unique user-friendly marking with a number or alphanumeric code, permitting ready identification by all States of the country of manufacture.

By its Charter, we have determined, as the Charter says, to save succeeding generations from the scourge of war, which twice in our lifetime has brought untold sorrow to mankind; to reaffirm our faith in fundamental human rights and the dignity and worth of the human person, and the equal rights of men and women and of nations large and small; to practise tolerance and live together in peace with one another as good neighbours, and to unite our strengths to maintain international peace and security; to ensure, by the acceptance of the principles and the institutions of methods, that armed force shall not be used save in the common interests; and to employ international machinery for the promotion of economic and social achievement and advancement for all peoples.

V. whereas the EU's 'Everything But Arms' initiative -which aims to eliminate the customs duties applied to the exports to the EU (apart from arms) of the 48 poorest countries in the world- is a first trade policy signal, and whereas it must be accompanied by other measures, both trade-related and, more generally, relating to cooperation and development policy, and must also be brought into line with the Cotonou agreement and the related trade protocols, maintaining stable prices for the main sensitive products of the family-type small farming economy in both northern and southern countries,
V. considérant que l'initiative de l'Union européenne "Tout sauf les armes" – dont le but est d'éliminer les droits de douane sur les importations provenant des quarante-huit pays les plus pauvres – constitue un premier signe de sa politique d'échanges commerciaux et que d'autres mesures doivent suivre, sur le plan commercial et, plus généralement sur le plan de la coopération au développement; que cette politique doit respecter l'accord de Cotonou et ses protocoles commerciaux, visant au maintien de prix garantis pour les principaux produits sensibles des petites exploitations familiales, tant dans les pays du Nord que du Sud,
