The desired outcomes are of various types: partnerships (and their internal rules) which organise into networks and gradually consolidate through the shared, linked and consensual production of diagnoses of social problems (updated as and when necessary), information systems, social development plans and feasible action plans, in order to resolve the problems and satisfy needs in situations of poverty and social exclusion.

2. Objectives Among the objectives already identified in the draft UN political declaration ahead of the Social Summit, the EU, taking into account the guidelines established in the White Paper on social policy, should above all strive : (a) multilaterally - to secure a commitment from all countries to set and phase in social development objectives in accordance with their level of development. These would relate to: food, primary education, housing, access to drinking water and basic health facilities, schooling, health, jobs, equitable access to the market and to productive resources, the gradual development of social protection systems, higher education and continuing training; - to advance social rights by encouraging countries to ratify ILO agreements, particularly those on the freedom of association and collective bargaining, and on child labour and forced labour, and ensuring compliance with them.
2. Objectifs Parmi les objectifs déjà identifiés par le projet de déclaration politique des Nations unies en vue du sommet social, l'Union européenne, en prenant appui sur les orientations développées dans le Livre blanc sur la politique sociale, devrait tout particulièrement veiller à obtenir: a) dans le cadre multilatéral - que tous les pays se fixent des objectifs de développement social concrets et échelonnés dans le temps en fonction de leur niveau de développement: objectifs de nutrition, d'éducation primaire, de logement, d'accès à l'eau potable et aux infrastructures sanitaires de base, éducation, santé, emplois, accès équitable au marché et aux ressources productives, systèmes de protection sociale à développer progressivement, enseignement supérieur et formation continue; - de faire progresser les droits sociaux en référence aux conventions de l'OIT, notamment celles relatives à la liberté d'association et de négociation collective, au travail des enfants et au travail forcé, en poussant les États à les ratifier et en assurant un respect effectif de leur application.
