In order to ensure uniform conditions for the implementation of this Regulation, implementing powers should be conferred on the Commission relating to: the procedures for the issuing, withdrawing and reviewing accreditation of paying agencies and coordinating bodies as well as for the supervision of the accreditation of paying agencies; the rules on the work and checks underlying the management declaration of the paying agencies, the functioning of the coordinating body and the notification of information to the Commission by that coordinating body; the rules concerning the tasks of the certification bodies, including the checks, and on the certificates and the reports, together with the documents accompanying them, to be drawn up by those bodies.

Somalia is a good example of successful donor co-ordination. In the absence of national authorities, a specific co-ordination mechanism, the Somalia Aid co-ordination Body (SACB), has been created with all members of the international aid community active in Somalia.

The Brussels Conference on Somalia, held on 16 September 2013, provided the basis for the Somalia Compact and triggered a mechanism for coordination and Somali ownership through the Somalia ‘New Deal’ task force.

By letters dated 18 November 2009 and 23 January 2010 respectively, the TFG expressed its appreciation for the Union’s efforts to coordinate the training of the Somali security forces and its efforts towards peace and stability in Somalia, and assured the Union of its commitment to bear its responsibility with regard to the recruitment, training and retention of recruits; it also emphasised its commitment to a broader security sector policy in Somalia.
