TRADUCTIONS EN CONTEXTE

WHEREAS an Association known as the Canadian Red Cross Society has been in operation for some years past, and was actively engaged during the late war in South Africa in contributing funds and tending the sick and wounded; and whereas the said association was in affiliation with the Society in England known as " The National Society for Aid to the Sick and Wounded in War" , and the work, operations and powers of the last named Society have now been transferred to and are being carried on, under the patronage of His Majesty King Edward the Seventh, by the British Red Cross Society, with which the Canadian Red Cross Society has now become affiliated; and whereas the International Conference of Geneva of 1863 recommended: " That there should exist in every country a Committee whose mission consists in co-operating in times of war with the hospital service of the armies by all means in its power" ; and whereas it is expedient that there should be a permanent organization in Canada in affiliation with the British Red Cross Society to carry out the purposes of the said treaty, and especially to secure supplies and to execute the humane objects contemplated by the said treaty, with the power to adopt and use the distinctive flag and badge specified by the said treaty in Article 7, on which shall be the sign of the Red Cross, and for the purpose of co-operating with the " Comité International de Secours aux Militaires Blessés" ; and whereas it is expedient that the existing association in Canada should be incorporated for the purposes aforesaid: Therefore His Majesty, by and with the advice and consent of the Senate and House of Commons of Canada, enacts as follows:—
CONSIDÉRANT qu’une association connue sous le nom de The Canadian Red Cross Society a été en opération depuis quelques années, et a été activement engagée, pendant la dernière guerre dans le Sud-Africain, à contribuer des fonds et à prendre soin des malades et des blessés; considérant que la dite association était affiliée à la société en Angleterre, connue sous le nom de The National Society for Aid to the Sick and Wounded in War, et que les travaux, opérations et pouvoirs de la société nommée en dernier lieu ont été transférés à la British Red Cross Society et sont actuellement exercés, sous le patronage de Sa Majesté Édouard VII, par cette société, avec laquelle la Canadian Red Cross Society est maintenant affiliée; considérant que la Conférence Internationale de Genève de 1863 a recommandé : « qu’il devrait exister dans chaque pays un Comité dont la mission consiste à coopérer en temps de guerre avec le service d’hôpital des armées, par tous les moyens en son pouvoir »; considérant qu’il est à propos qu’il devrait exister en Canada une organisation permanente affiliée à la British Red Cross Society pour accomplir les fins du dit traité, et spécialement pour assurer les choses nécessaires et accomplir les objets humanitaires que le traité a en vue, avec le pouvoir d’adopter le drapeau distinctif et de porter l’insigne spécifiés en l’article 7 du dit traité, et sur lesquels paraît l’emblème de la Croix Rouge, dans le but de coopérer avec le « Comité International de secours aux militaires blessés »; et considérant qu’il est à propos que l’association existant actuellement en Canada soit constituée en corporation pour les fins ci-dessus énoncées : À ces causes, Sa Majesté, de l’avis et du consentement du Sénat et de la Chambre des Communes du Canada, décrète :

21. Welcomes the Commission's proposals to underline the EU's support for a plurality of implementing partners, in particular NGOs, the UN and the Red Cross and Red Crescent Movement, and supports its proposed criteria for partner selection; calls on the Commission to help implementing agencies from the new Member States (the EU-12, i.e., the ten new Member States, which acceded to the EU in 2004, and Bulgaria and Romania, which acceded to the EU in 2007) become fully integrated into humanitarian aid activities; considers that the Consensus should recognise and further define the different roles, mandates and comparative advantages of the various humanitarian actors, in order to avoid a conflict of mandates and competition for resources among them, and that the EU should support capacity-building within the humanitarian community, with particular attention to local and regional capacity; believes that special attention should be given to the role of NGOs, the National Red Cross and Red Crescent Societies and civil society actors, both from the South and the North, not only in the delivery of aid, but also in developing policies that reflect the real needs and concerns of local partners in the South and in gaining the support of European citizens;
21. salue les propositions de la Commission destinées à mettre l'accent sur le soutien de l'Union à une pluralité de partenaires de mise en œuvre, notamment les organisations non gouvernementales (ONG), l'Organisation des Nations unies et le Mouvement de la Croix-Rouge et du Croissant-Rouge, et approuve les critères proposés pour la sélection des partenaires; invite la Commission à aider les organismes de mise en œuvre des nouveaux États membres (autrement dit les Douze, c'est-à-dire les dix pays qui ont adhéré à l'Union en 2004, plus la Bulgarie et la Roumanie, qui ont adhéré en 2007) à participer pleinement aux activités d'aide humanitaire; estime que le Consensus doit reconnaître et mieux définir rôles, mandats et avantages comparatifs des différents acteurs de l'action humanitaire, de manière à éviter entre eux un conflit de mandats ou une compétition pour les ressources; pense que l'Union devrait apporter son soutien, au sein de la communauté humanitaire, à l'édification de capacités, en veillant en particulier aux capacités locales et régionales; croit qu'il convient d'accorder une attention particulière au rôle que jouent les ONG, les sociétés nationales de la Croix-Rouge et du Croissant-Rouge et les acteurs de la société civile, tant du Sud que du Nord, non seulement en apportant de l'aide mais aussi en développant des politiques qui répondent aux besoins réels et aux préoccupations des partenaires locaux au Sud et en gagnant le soutien des citoyens européens;

On 27 November he will visit the Kalma camp near Nyala in Darfur, meets the Governor of South Darfur, EC humanitarian aid partners and in El Fashir President of the International Committee of the Red Cross (ICRC), Jacob Kellenberger as well as the African Union Ceasefire Commission and the Governor of North Darfur.
Le 27 novembre, monsieur Michel se rendra au camp de Kalma, près de Nyala au Darfour. Il rencontrera le gouverneur du Darfour du Sud, des partenaires de l’aide humanitaire de la CE et, à El Fashir, Jacob Kellenberger, président du Comité international de la Croix-Rouge (CICR), ainsi que la Commission du cessez-le-feu de l’Union africaine et le gouverneur du Darfour du Nord.
