Projects included support for the work of the Office of the High Commissioner for Human Rights, the Council of Europe, the special courts for former Yugoslavia, Sierra Leone and Cambodia, as well as projects for the promotion of democracy in Belarus[10] and other initiatives in support of the rights of indigenous peoples.

Instructs its President to forward this resolution to the Council, the Commission, the governments and parliaments of the EU Member States, the Special Court for Sierra Leone, the International Criminal Court, the International Criminal Tribunal for the former Yugoslavia, the International Criminal Tribunal for Rwanda, the Extraordinary Chambers in the Courts of Cambodia, the Special Tribunal for Lebanon, the UN Security Council, the member states of the African Union and the Co-Presidents of the ACP-EU Joint Parliamentary Assembly.

I. whereas other tribunals and courts, such as the International Criminal Tribunal for the former Yugoslavia and the International Criminal Tribunal for Rwanda are facing similar problems, and whether other international bodies such as the International Criminal Court, the Special Tribunal for Lebanon and the Extraordinary Chambers in the Courts of Cambodia are likely to face the same problem in the foreseeable future without a stronger commitment by states to support the enforcement of international justice,

– (RO) I congratulate the rapporteur, Mrs Neyts, and I welcome the report on the mandate of the International Criminal Tribunal for the former Yugoslavia, a report which I have also contributed to with a few amendments and which raises a series of real issues which we have a duty to consider.
− (RO) Je félicite la rapporteure, M Neyts, et je salue son rapport concernant le mandat du Tribunal pénal international pour l’ex-Yougoslavie, auquel j’ai contribué moi aussi par quelques amendements et qui pose de vraies questions que nous avons le devoir de considérer.

Urges all Member States to collaborate fully in international criminal justice mechanisms, and especially in bringing fugitives to justice; in this regard, notes with satisfaction the cooperation of the Democratic Republic of the Congo in the transfer of Germain Katanga to the ICC, the cooperation of Serbia in the arrest and transfer of Zdravko Tolimir to the International Criminal Tribunal for the former Yugoslavia (ICTY) and the cooperation of Serbia and Montenegro in the arrest and transfer of Vlastimir Đjorđjević to the ICTY; however, notes with concern the persistent failure of Sudan to cooperate with the ICC by arresting and transferring Ahmad Muhammad Harun and Ali Muhammad Ali Abd-Al-Rahman; notes with concern that the ICC warrants for the arrest of four members of the Lord's Resistance Army in Uganda have not yet been executed; also notes with concern that Radovan Karadžić and Ratko Mladić remain at large and have not been brought before the ICTY; in this regard, calls on the Serbian authorities to ensure full cooperation with the ICTY, which should lead to the arrest and transfer of all remaining indictees, in order to open the way to the ratification of a Stabilisation and Association Agreement; considers further that the current proceedings brought against Liberia's former President, Charles Taylor, by the Special Court for Sierra Leone in The Hague constitute a significant development towards the ending of impunity;

The regional dimension of Community assistance to the Western Balkans is receiving a special attention through Council Regulation (EC) No 2666/2000 of 5 December 2000 on assistance for Albania, Bosnia and Herzegovina, Croatia, the Federal Republic of Yugoslavia and the Former Yugoslav Republic of Macedonia (CARDS), with the view to promote regional cooperation, and Croatia should remain eligible for projects and programmes with a regional dimension.
La dimension régionale de l’aide communautaire aux Balkans occidentaux reçoit une attention spéciale à travers le règlement (CE) no 2666/2000 du Conseil du 5 décembre 2000 relatif à l’aide à l’Albanie, à la Bosnie-et-Herzégovine, à la Croatie, à la République fédérale de Yougoslavie et à l’ancienne République yougoslave de Macédoine (CARDS), en vue de promouvoir la coopération régionale, et la Croatie devrait rester éligible pour les projets et programmes présentant une dimension régionale.

It does not, however, stop the Council appointing special representatives with mandates covering specific political issues whenever it sees fit, as has already been done in the case of former Yugoslavia.
Par contre, elle n'empêche pas le Conseil de nommer, chaque fois qu'il l'estime nécessaire, un représentant spécial auquel peut être conféré un mandat en liaison avec des questions politiques particulières, comme il l'a déjà fait en ex-Yougoslavie.
