The requirement on the Commission to improve agreed assessment methodologies to reflect best practice, laid down in Decision 1692/96/EC, should be retained in the guidelines and applied to the priorities identified by SACTRA (the UK government’s ‘Standing Advisory Committee on Trunk Road Assessment’)- i.e. a standard economic impact assessment that improves cost-benefit analysis to include market distortions, externalities and geographic profile of benefits.
