As part of a broader effort to enhance consistency between the internal and external dimensions of security, work was taken forward through the Political and Security Committee (PSC) and the Standing Committee on Internal Security (COSI) to implement the roadmap on strengthening ties between the Common Security and Defence Policy and actors dealing with Freedom, Security and Justice, and to further develop synergies in other areas such as cyber security, critical infrastructure protection and counter-terrorism.

Acknowledges progress made in internal and external security coordination since the establishment of the EEAS, through regular informal meetings of the Political and Security Committee (PSC) and the Standing Committee on Operational Cooperation on Internal Security (COSI) delegates, working methods for enhanced cooperation on internal and external security, the Council conclusions on internal and external aspects of counter-terrorism policy, the joint Commission-EEAS staff papers on Common Security and Defence Policy (CSDP) and Freedom, Security and Justice (FSJ) actors and on cyberspace, as well as the establishment of Commission-EEAS inter-service groups;

It replaces the following existing committees: the Standing Committee on Foodstuffs, the Standing Committee on Animal Nutrition and the Standing Veterinary Committee.

This Rule stated that the delegations of joint parliamentary committees would be set up in the same way as the standing committees, and, at the same time, it was stated that this would be carried out in accordance with Rule 168, that had already been amended in the way I previously mentioned.
