With today's adoption of a Green Paper outlining the challenges and options for a new partnership, the European Commission has opened a wide-ranging public debate on the future of the European Union's relations with 70 African, Caribbean and Pacific (ACP) developing countries.With the Lomé Convention due to end in February 2000 and negotiations with the ACP countries scheduled to start in autumn 1998, the Commission believes it is time for a broad debate involving the national authorities, business and academic circles, NGOs and the public at large on the changes to be made to EU-ACP relations in the run-up to the 21st century".
