Encourages the Serbian authorities to undertake structural economic reforms so as to support growth, improve the business and investment climate throughout Serbia, and ensure balanced social and economic development across all regions, combat the high levels of unemployment and poverty, carry out fiscal consolidation, and fight corruption, which remains the major threat to the business environment; notes with concern the high youth unemployment figures, and urges the government to address the issue by providing adequate opportunities for young people and education geared to the needs of the labour market; underlines the need to ensure an accessible education system with work and training opportunities for young people and access to European study programmes such as Erasmus; welcomes the adoption of the labour law, the bankruptcy law, the privatisation law and the law on planning and construction, which represent the legislative framework for both structural reforms and the improvement of the business climate;

Michel Barnier, Commissioner responsible for Regional Policy, has announced the approval by the Commission of a trans-european study-programme on spatial planning to be financed by the Interreg III Community Initiative .

It is based on the results of the study-programme on European Spatial Planning and was launched within the framework of the European Spatial Development Perspective (ESDP).

Within the framework of the ESPON programme (European spatial planning observatory network), funded by the Community’s Interreg III initiative, the Commission, in cooperation with the Member Sates, is currently carrying out research aimed at increasing understanding of trends in territorial development in Europe and stimulating the debate taking place on the future cohesion policy.
Dans le cadre du programme ORATE (Observatoire en réseau de l’aménagement du territoire), financé par l’Initiative communautaire Interreg III, la Commission, en coopération avec les Etats membres, conduit actuellement des recherches visant à approfondir la connaissance des tendances du développement territorial en Europe et à enrichir le débat en cours sur la future politique de cohésion.

For the purposes of drawing up the programmes, regions have been grouped on the basis of the existing programmes for spatial planning under Interreg II C and Article 10 of the ERDF Regulation :

The programme identifies the following priorities: 1) Improvement of facilities for cross-frontier cooperation (9.9% of the total allocation for the programme) 2) Spatial planning, environment and rural development (17.7%) 3) Business promotion, vocational training and transport (35.9%) 4) RD, telecommunications (10%) 5) Health and eduction, culture (24.6%) 6) Technical assistance (1.9%) The programme builds on the experience gained with INTERREG I and is based on cross-frontier facilities which were established back in the 70s, e.g. the German, French and Swiss Government Commission and the upper Rhine conference.
