Hon. Joseph A. Day: Honourable senators, I have the honour to table, in both official languages, the report of the Canadian parliamentary delegation of the Canadian NATO Parliamentary Association respecting its participation at the Rose-Roth Joint Seminar of the Mediterranean and Middle East Special Group and the Subcommittee on East-West Economic Co-operation and Convergence, held in Marrakech, Morocco, from April 3 to 5, 2013.

14. Condemns Israel’s continued illegal settlement building and expansion activities in the West Bank, including in East Jerusalem, and the recent announcement made by Israeli Prime Minister Benjamin Netanyahu about the construction of 300 new settlement units in Beit El and 500 units in East Jerusalem, as well as the demolition of 142 Palestinian-owned homes and other infrastructure in Area C and in East Jerusalem in August 2015 alone, including 16 donor-funded structures, leading to the displacement of 201 Palestinians, among them 121 children, according to the UN Office for the Coordination of Humanitarian Affairs (OCHA); stresses again that Israeli settlement construction in the Occupied Palestinian Territory is illegal under international law, goes against the spirit of peace and constitutes a major obstacle to peace efforts; deplores the demolition of projects funded by the EU and its Member States in the Occupied Palestinian Territory, and encourages the EU and the Member States to find an appropriate solution with Israel regarding the compensation for destroyed or confiscated assets financed by European taxpayers;

A. whereas there is strong national and cross-party consensus in Georgia in favour of integration with the West, including with the EU and NATO; whereas, according to a recent study by the National Democratic Institute for International Affairs, 69 % of the population of Georgia approve the signing of the association agreement with the European Union; whereas such consensus should pave the way towards defusing the current polarisation of the political landscape and create the necessary conditions for a constructive dialogue between majority and minority forces;
A. considérant qu'il existe en Géorgie un fort consensus national, tous partis confondus, en faveur de l'intégration à l'ouest, y compris de l'adhésion à l'Union européenne et à l'OTAN; que la population géorgienne approuve, à 69 %, la signature d'un accord d'association avec l'Union européenne selon une récente étude du National Democratic Institute for International Affairs ; qu'un tel consensus devrait servir de prémisse à l'atténuation de l'actuel clivage du paysage politique et créer les conditions nécessaires à un dialogue constructif entre les forces de la majorité et des minorités;

Mr. Speaker, pursuant to Standing Order 34(1), I have to the honour to present to the House, in both official languages, the report of Canadian NATO Parliamentary Association respecting its participation at the visit of the subcommittee on east-west economic co-operation and convergence held in Prague, Czech Republic, from September 29 to October 1, 2010.
Monsieur le Président, conformément au paragraphe 34(1) du Règlement, j'ai l'honneur de présenter à la Chambre, dans les deux langues officielles, le rapport de l'Association canadienne des parlementaires de l'OTAN concernant sa participation à la visite de la Sous-commission sur la coopération et la convergence économiques est-ouest tenue à Prague, en République Tchèque, du 29 septembre au 1 octobre 2010.

– having regard to the Council conclusions on the Middle East Peace Process of the General Affairs and External Relations Council of 15 May 2006 in which the Council expressed its serious concern about the deterioration of the humanitarian, economic and financial situation in the West Bank and Gaza and welcomed the willingness of the Quartet to endorse a temporary international mechanism (TIM), the objective of which is direct delivery and supervision of assistance to the Palestinian people,
— vu les conclusions du Conseil "Affaires générales et relations extérieures" du 15 mai 2006 sur le processus de paix au Moyen-Orient, dans lesquelles celui-ci a exprimé sa profonde inquiétude quant à la détérioration de la situation humanitaire, économique et financière en Cisjordanie et dans la bande de Gaza et a salué la volonté affirmée par le Quartet de mettre en place un mécanisme international temporaire destiné à acheminer directement et à contrôler l'aide à la population palestinienne,

5. Calls on its Delegation for South-East Europe to send a fact-finding mission to the province and to report back to the Foreign Affairs Committee and its Subcommittee on Human Rights, with regard to further action to be taken;
5. demande à sa délégation pour les relations avec l'Europe du Sud-Est de diligenter une mission d'enquête dans ladite province et de faire rapport à la commission des affaires étrangères et à sa sous-commission des droits de l'homme, en vue de la prise ultérieure de mesures;

NATO is developing new responsibilities, and a quite different raison d'être, as Europe moves beyond the debilitating logic of East-West confrontation. And the Western European Union is taking on a new and enhanced role as the European pillar of NATO.
L'Otan acquiert de nouvelles responsabilités et une raison d'être toute différente maintenant que l'Europe a dépassé la logique stérile de la confrontation Est-Ouest, et l'Union de l'Europe occidentale voit son rôle redéfini et renforcé en tant que pilier européen de l'Alliance atlantique.
