In accordance with Article 10(2) of Regulation (EC) No 318/2006, the Commission is to decide by the end of February 2010 on carrying out a linear reduction of national and regional quotas, with a view to adjusting these quotas to a sustainable level after the expiry of the restructuring scheme established by Council Regulation (EC) No 320/2006 of 20 February 2006 establishing a temporary scheme for the restructuring of the sugar industry in the Community
Conformément à l’article 10, paragraphe 2, du règlement (CE) no 318/2006, la Commission doit prendre une décision, d’ici à la fin du mois de février 2010, sur l’application d’une réduction linéaire des quotas nationaux et régionaux, en vue d’ajuster ces quotas et de les fixer à un niveau viable après l’expiration du régime de restructuration établi par le règlement (CE) no 320/2006 du Conseil du 20 février 2006 instituant un régime temporaire de restructuration de l’industrie sucrière dans la Communauté européenne

2. Taking into account the results of the restructuring scheme provided for in Regulation (EC) No 320/2006, the Commission shall decide by the end of February 2010 at the latest, in accordance with the procedure referred to in Article 39(2) of this Regulation, the common percentage needed to reduce the existing quotas for sugar and isoglucose per Member State or region with a view to avoiding market imbalances in the marketing years as from the 2010/2011 marketing year.
2. Compte tenu des résultats de la restructuration prévue par le règlement (CE) no 320/2006, la Commission fixe, à la fin du mois de février 2010 au plus tard, conformément à la procédure visée à l’article 39, paragraphe 2, le pourcentage commun nécessaire à la réduction des quotas existants pour le sucre et l’isoglucose par État membre ou région afin d’éviter tout déséquilibre du marché durant les campagnes de commercialisation à compter de 2010/2011.

European Union agriculture ministers today backed changes to the sugar restructuring scheme which will make it more effective and thus reduce European Union sugar production to sustainable levels.

Taking into account the results of the restructuring scheme provided for in Regulation (EC) No 320/2006, the Commission shall decide by 28 February 2010 the common percentage needed to reduce the existing quotas for sugar and isoglucose per Member State or region with a view to avoiding market imbalances in the marketing years from the 2010/2011 marketing year.

The restructuring scheme was a key element of the 2006 reform of the Common Market Organisation for sugar, offering producers who would be uncompetitive at the new lower price a financial incentive to leave the sector.
