21. Underlines the importance of National Minority Councils in their role of promoting the rights of national minorities and their democratic nature, and also encourages the appropriate and verifiable financing of them; welcomes Serbia’s commitment in drafting a dedicated Action Plan for National Minorities, which will further improve the implementation and development of practices and the legal framework on national minorities; reiterates its call on Serbia to ensure that the level of acquired rights and competences is retained in the process of their legal alignment with the decision of the Constitutional Court of Serbia, and urges the adoption of the Law on National Minority Councils as soon as possible for the clarification of their legal status and the certainty of their jurisdiction; expresses serious concern about the interruption of transmission of programmes in minority languages following the announced privatisation of the media; calls on Serbia to step up its efforts with regard to the effective and consistent implementation of legislation on protection of minorities and the non-discriminatory treatment of national minorities throughout Serbia, including in relation to education, especially regarding the timely funding and translation of minority native language textbooks, use of minority languages, representation in public administration and representative bodies at local, regional and national levels and access to media and religious services in minority languages; invites the Serbian Government to implement all international treaties and bilateral agreements concerning minority rights;

The Council Conclusions of May 2006 recommended that in the first round of the survey the test should be available “.in those official languages of the European Union that are most widely taught in the Member States, to the extent that they provide a sufficiently large sample of testees ” and that “Member States shall themselves determine which of those official languages are to be tested”[8].

Welcomes the elections to the National Minority Councils of 26 October 2014; underlines the importance of National Minority Councils in their role of implementation of rights of national minorities, and calls on Serbia to ensure that the level of acquired rights and competences is retained in the process of their legal alignment with the decision of the Constitutional Court of Serbia, as well as for their adequate and ascertainable financing; calls on Serbia to ensure consistent implementation across the country of legislation on protection of minorities, including in relation to education, use of languages, and access to the media and religious services in minority languages, and adequate representation of national minorities in public administration, local and regional bodies, as well as in the national parliament; encourages Serbia’s commitment in drafting a specific action plan on the position of national minorities in the framework of the Action Plan for Chapter 23; encourages the Serbian authorities to take further measures to improve the situation of the Roma, particularly when it comes to education, housing and employment; urges the government to increase awareness of civil rights among the Roma population and also to offer equal safety protection for the Roma; stresses the importance of encouraging the Roma to take part in public life; calls on the Serbian authorities to improve the planning, coordination and monitoring of implementation of Roma inclusion policies and actions at national and local level;

Calls for the effective implementation of the legislation and bilateral and multilateral agreements on national and ethnic minorities in an equal, non-discriminatory and proportional manner throughout the country; calls on the authorities to promote a climate of tolerance and equal treatment, without any discrimination against national and ethnic minorities, including access to education in the mother tongue, and use of languages in local and regional public administration; calls also for improvements in order to eliminate discrimination in existing laws and practices concerning property restitution for members belonging to national and ethnic minorities; underlines the importance of National Minority Councils, their role in the integration of national minorities such as in the implementation of the individual and collective rights of national minorities, and calls on the authorities to provide uninterrupted and adequate financial resources for their work; calls on the authorities to ensure a smooth electoral process for the 2014 election to the National Minority Councils, in line with the recommendations made by the independent bodies; expresses concern about the possible interruption of the broadcasting of programmes in minority languages because of the announced privatisation of the media;
29. demande que la législation et les accords bilatéraux et multilatéraux relatifs aux minorités nationales et ethniques soient appliqués dans les faits, ce de façon égale, non discriminatoire et proportionnelle dans l'ensemble du pays; demande aux autorités de promouvoir un climat de tolérance et d'égalité de traitement, sans aucune discrimination à l'encontre des minorités nationales et ethniques, en garantissant l'accès à l'enseignement en langue maternelle et l'utilisation des langues dans les administrations publiques locales et régionales; appelle également de ses vœux des améliorations afin d'éliminer les discriminations dans les lois et usages en vigueur en matière de restitutions pour les membres de minorités nationales et ethniques; insiste sur l'importance des conseils des minorités nationales, souligne le rôle qu'ils jouent dans l'intégration des minorités nationales et notamment dans la mise en œuvre des droits individuels et collectifs des minorités nationales, et invite les autorités à leur procurer sans interruption des moyens financiers suffisants pour leur permettre de mener leurs activités; invite les autorités à garantir le déroulement sans heurts du processus électoral relatif à l'élection des conseils des minorités nationales qui se tiendra en 2014, conformément aux recommandations formulées par des organismes indépendants; exprime son inquiétude face à l'éventualité d'une interruption des émissions réalisées dans les langues des minorités qui pourrait faire suite à la privatisation annoncée des médias;

The Communication confirmed that the Union is not on track to achieve its energy efficiency target. This is despite the progress in national energy efficiency policies outlined in the first National Energy Efficiency Action Plans submitted by Member States in fulfilment of the requirements of Directive 2006/32/EC of the European Parliament and of the Council of 5 April 2006 on energy end-use efficiency and energy services .
Ladite communication confirme que l'Union n'est pas en voie d'atteindre son objectif d'efficacité énergétique, et ce malgré les progrès accomplis dans la mise en œuvre des politiques nationales en matière d'efficacité énergétique exposées dans les premiers plans nationaux d'action en matière d'efficacité énergétique présentés par les États membres en application des exigences de la directive 2006/32/CE du Parlement européen et du Conseil du 5 avril 2006 relative à l'efficacité énergétique dans les utilisations finales et aux services énergétiques .

Respects the position of the Turkish language as the first national language, but underlines that this should not be to the detriment of other indigenous languages (such as Kurdish and Armenian) and liturgical languages (such as Aramaic/Syriac), the use of which constitutes a democratic right of citizens;
