The national rules on European elections are thus based on different approaches to the problem of ensuring that every citizen can genuinely take part in elections to the European Parliament (a) The right to vote With the exception of Ireland, all Member States have adopted a solution chiefly based on entitling their nationals living abroad to vote (1) cf.
