The Commission has, already in 1995, proposed to the Council to agree on a common position towards the United States with the aim to conclude a so-called Transatlantic Common Aviation Area (TCAA), which would establish an open, competitive air transport market based on a convergent and harmonised regulatory environment, similar to the one which currently contains the internal Community air transport market.
Dès 1995, la Commission a proposé au Conseil de convenir d'une position commune envers les États-Unis en vue de parvenir à ce qu'on appelé un espace commun transatlantique dans le domaine de l'aviation (TCAA) qui établirait un marché ouvert et compétitif dans le domaine des transports aériens, lequel serait fondé sur un environnement réglementaire convergent et harmonisé, similaire à celui que prévoit actuellement le marché intérieur communautaire des transports aériens.
