The Bank has stepped up its advisory work on the appraisal of the technical and economic soundness of a number of ERDF, Cohesion fund and Ispa projects.

Scope - As stated above, particularly appropriate areas for intervention by regulatory agencies are those of high technical specialisation which, on the one hand, require specialised skills and expertise which are not available in an administration like the Commission and, on the other, must allow the agencies the margin of autonomy needed for their technical and scientific appraisals.

Under a framework contract signed by the two institutions in 2000 and valid until the end of 2006, the Commission may ask the European Investment Bank for technical assistance in appraising Cohesion Fund projects, major projects supported by the ERDF and projects financed by ISPA.

The Commission intends to assess, in the light of this Recommendation, the economic appraisals reported on the roll-out of smart metering.

In this way, the competitiveness of the European Industry is enhanced and more high-quality jobs are created. The Commission may consider the possibility of including eco-innovation measures in the review of test procedures pursuant to Article 14(3) of Regulation (EC) No 715/2007, taking into consideration technical and economic impacts.

Working with experts in the Member States, the Commission should also strengthen the economic capacity of the Scientific Technical and Economic Committee on Fisheries (STECF).
