2. Once this Convention has entered into force in accordance with Article 15, it shall be open for accession by any State other than those referred to in Article 12 or by a separate customs territory possessing full autonomy in the conduct of its external commercial relations that is deemed eligible by a decision of the Committee.

Une fois entrée en vigueur conformément à l’article 15, la présente convention sera ouverte à l’adhésion de tout État qui n’est pas mentionné à l’article 12, ou de tout territoire douanier distinct jouissant d’une entière autonomie dans la conduite de ses relations commerciales extérieures qui est jugé admissible par décision du comité.

This resolution is clearly regionalist, because what we are asking the Convention is that it recognise the objective of territorial cohesion in Article 2; because we are asking for recognition of regional and local autonomy in Article 6; because we are asking for inclusion of linguistic diversity in Europe and the protection of minority languages in Article 151; because we are asking for recognition of cross-border cooperation in Article 158; because we are asking that the Committee of the Regions, within the context of subsidiarity, should be able to bring cases before the Court of Justice – in this regard we cooperate with the working group on subsidiarity which it is my honour to chair in the Convention; finally, because in paragraph 2 of Article 299 we ask for the situation of the outermost regions to be consolidated.
Cette résolution est clairement régionaliste, car ce que nous demandons à la Convention, c’est d’inclure à l’article 2 l’objectif consistant à promouvoir la cohésion territoriale, de reconnaître à l’article 6 l’autonomie régionale et locale, de reprendre à l’article 151 la notion de diversité linguistique en Europe et de protection des langues minoritaires ainsi que d’inclure à l’article 158 la coopération transfrontalière ; nous demandons en outre que, dans le cadre du principe de subsidiarité, le Comité des régions puisse saisir la Cour de justice - à cet égard, nous rejoignons le groupe de travail sur la subsidiarité, que j’ai eu l’honneur de présider au sein de la Convention. Pour terminer, nous demandons qu’à l’article 299, paragraphe 2, la situation des régions ultra-périphériques soit consolidée.
