The most recent study produced by the European Institute of Public Administration (EIPA), ‘The Institutional Impacts of EU Legislation on Local and Regional Governments, A Case Study of the 1999/31/EC Landfill Waste and 2004/18/EC Public Procurement Directives’, criticises the extensive use of soft law: ‘using soft law to regulate very important aspects of the Directive is another important shortcoming: it is not possible to foresee the institutional impact of soft law’.

- After results of the feasibility study of the European federated validation service, Member States are invited to provide the Commission with all relevant information and ensure the cooperation required for the implementation of the actions, in particular those necessary for the creation of the validation service, subject to the results of the feasibility study.

It will provide case studies, evaluation materials and methods with a view to helping teachers to exploit the potential of ICT for innovative cooperation methods, such as, for example, virtual classrooms, joint curricula developments for the in-service training of teachers, multidisciplinary approaches or the use of common teaching tools and resources.
