The new Care Act will bring major changes to the National Health Service in the United Kingdom (England) creating the legal framework for the Better Care Fund which will provide important financial incentive for local authorities to integrate health and social care services. A number of Member States introduced measures to contain the rising costs of health expenditure (Austria, Bulgaria, Belgium, Cyprus, Germany, Spain, France, Croatia, Ireland, the Netherlands, Portugal, Slovenia and the United Kingdom).

EU health systems have to perform a difficult balancing act, firstly between increasing demands on health services and restricted supply; secondly between the need to respond to people's health needs locally but also to be prepared for major public health crises.

(a) to the Minister of National Health and Welfare the powers, duties and functions of the Minister of Finance under subsection 23.1(1) of the Federal-Provincial Fiscal Arrangements and Federal Post-Secondary Education and Health Contributions Act (the Act) for making a special adjustment payment to each province, in an amount that is a portion of the amount determined, by the Minister of Finance, in accordance with subsections 23.1(2) and (3) of the Act, which portion shall be the sum of the amounts, in respect of both of the insured health services program and the extended health care services program, that bear the same proportion to the amount of the total special adjustment payment to all provinces under section 23.1 of the Act as the sum of the amount of the total entitlement of all provinces in respect of the insured health services program, as determined by subsection 15(1) of the Act, and the amount payable to the provinces in respect of the extended health care services program pursuant to subsection 23(2) of the Act bears to the sum of the amounts of the entitlements of all provinces, as determined by subsections 15(1) and (2) of the Act, and the amounts payable to the provinces pursuant to subsection 23(2) of the Act; and

emphasised the potential of e-Health developments to contribute to the empowerment of European citizens in relation to their health and wellbeing; endorsed the new possibilities provided by e-Health including the Internet to disseminate, exchange and manage health-related information, to improve administrative processes, and to support healthcare services; highlighted the potential of e-Health for addressing new opportunities and challenges in the context of the programme of Community action in the field of public health (2003-2008) and the achievement of the e-Europe 2005 action plan targets; recognised that e-Health can enhance the expectation of European citizens to seek health services in a Member State other than that in which they reside through for example, the European Health Insurance Card; called for full regard to be taken in relation to data protection, privacy and security in developing, testing and implementing e-Health systems; called for greater research into the potential applications of e-Health, in particular the integration of data and interoperability; and called for the greater sharing of best practice at the European level in the provision of personalised information and advice via telemedicine services and health-related websites, and in quality assurance.
