IN-CONTEXT TRANSLATIONS

(a) to the Minister of National Health and Welfare the powers, duties and functions of the Minister of Finance under subsection 23.1(1) of the Federal-Provincial Fiscal Arrangements and Federal Post-Secondary Education and Health Contributions Act (the Act) for making a special adjustment payment to each province, in an amount that is a portion of the amount determined, by the Minister of Finance, in accordance with subsections 23.1(2) and (3) of the Act, which portion shall be the sum of the amounts, in respect of both of the insured health services program and the extended health care services program, that bear the same proportion to the amount of the total special adjustment payment to all provinces under section 23.1 of the Act as the sum of the amount of the total entitlement of all provinces in respect of the insured health services program, as determined by subsection 15(1) of the Act, and the amount payable to the provinces in respect of the extended health care services program pursuant to subsection 23(2) of the Act bears to the sum of the amounts of the entitlements of all provinces, as determined by subsections 15(1) and (2) of the Act, and the amounts payable to the provinces pursuant to subsection 23(2) of the Act; and

Emphasises that, in addition to national governments, in many countries regional authorities play an important role in public health, health promotion, disease prevention and the provision of health services and thus need to be actively involved; points out that regional and local governments and other stakeholders also have a vital contribution to make, including within workplaces and schools; in particular as regards health education, the promotion of healthy lifestyles, effective disease prevention and early screening and diagnosis of diseases;

The average annual cost of benefits in kind shall be calculated by taking into consideration the benefits in kind (health services) provided by the Health Service Executive, mentioned in Annex 2, in accordance with the provisions of the Health Acts 1947 to 2004’.

3. The Community should take action in accordance with the principle of subsidiarity only if activities pursuant to the aim of contributing to a high-level of human health protection can better be undertaken at Community level rather than by Member States acting alone, and should act with full respect for the responsibilities of Member States for the organisation and delivery of health services and medical care.
