Stresses Turkey's strategic role, politically and geographically, for the foreign policy of the European Union and its neighbourhood policy; emphasises Turkey's role as an important regional player in the Middle East, the Western Balkans, Afghanistan/Pakistan, the Southern Caucasus, Central Asia and the Horn of Africa and Turkey's role as a source of inspiration for democratising Arab States in significant policy areas covering political and economic reform and institution building; expresses its support for the efforts made by Turkey to contribute to the furthering of high level dialogue and cooperation between Afghanistan and Pakistan and welcomes the Istanbul process initiated to enhance regional cooperation between Afghanistan and its neighbours; supports Turkey's firm stance on and commitment to democratic forces in Syria and recalls its important role in the protection of Syrian refugees; asks the Commission, the Member States and the international community to support Turkey's efforts to cope with the growing humanitarian dimension of the Syrian crisis; calls on the EU and Turkey to reinforce their existing political dialogue on foreign policy choices and objectives of mutual interest; encourages Turkey to develop its foreign policy in the framework of dialogue and coordination with the EU and to progressively align its foreign policy with that of the EU, with a view to creating valuable synergies and reinforcing the potential for a positive impact;

to acknowledge that sanctions which are not internationally coordinated can be inefficient and counterproductive to their stated aims, can undermine the transparency, credibility and coherence of the European sanctions policy, and can reinforce the targeted regime or reduce the relative negotiation leeway and credibility of the EU and its Member States with the state in question; to ensure better coordination and exchange of information among Member States by clear procedures;
reconnaître que les sanctions qui ne sont pas coordonnées à l'échelle internationale peuvent être inefficaces et aboutir à des effets contraires à leurs objectifs déclarés, peuvent affecter la transparence, la crédibilité et la cohérence de la politique de sanction européenne et renforcer les régimes autoritaires ou réduire la marge de négociation ou le crédit de l'UE et de ses États membres membres vis-à-vis de l'État en question; améliorer la coordination et l'échange d'informations entre les États membres grâce à des procédures claires;

19. Regrets the fact that the provisional organisation chart of the EEAS does not include all existing units dealing with crisis response planning and programming, conflict prevention and peacebuilding with the CSDP structures in line with the Madrid agreement; calls in this context for the organisation of regular meetings of a crisis management board to be composed of the CMPD, the CCPC, the EUMS, the EU SITCEN, the peace-building, conflict prevention, mediation and security policy units, the Chair of the PSC, the geographical desks and other policy departments concerned, placed under the authority of the VP/HR and the executive Secretary-General and with the participation of the Commission humanitarian aid, civil protection and internal security structures according to the circumstances; such meetings would be coordinated by the Managing Director for Crisis Response; calls on the VP/HR and the Commission to equip the board with an efficient alert and emergency system and a large unified operations room, located within the EEAS, so as to enable surveillance to be carried out 24 hours a day, 7 days a week, hence avoiding the present operational overlapping, which hardly squares with the need for a proper surveillance and rapid reaction system to deal with crises; considers that regular coordination and exchange should be ensured between this system and the European emergency response centre currently being developed by the Commission to guarantee appropriate synergies while respecting each other’s competencies;
19. déplore le fait que l'organigramme provisoire du SEAE ne comprenne pas toutes les unités chargées de la planification et de la programmation des interventions en cas de crise, de la prévention des conflits et de la consolidation de la paix dans les structures de la PSDC, conformément aux accords de Madrid; demande dans ce contexte que se réunisse, sur une base régulière, un conseil de gestion des crises, composé de la CMPD, de la CCPC, de l'EMUE, du SITCEN, des unités de consolidation de la paix, de prévention des conflits, de médiation et de politique de sécurité, de la présidence de la PSC, des bureaux géographiques et des autres structures thématiques concernées, placé sous l'autorité de la VP/HR et du secrétaire général exécutif et avec la participation des structures d'aide humanitaire, de protection civile et de sécurité intérieure de la Commission en fonction des circonstances; ces réunions seraient coordonnées par le directeur général pour assurer la réponse aux crises; invite la VP/HR et la Commission à doter cette structure d'un système efficace d'alerte et d'urgence et d'une grande salle opérationnelle unifiée, située au siège du SEAE, capable d'assurer une surveillance 24 heures sur 24, sept jours sur sept, évitant ainsi l'existence de chevauchements opérationnels, qui cadrent rarement avec la nécessité de disposer d'un système adapté de surveillance et de réaction rapide aux crises; une coordination et un échange réguliers doivent être assurés entre ce système et le centre européen pour l'intervention d'urgence actuellement mis au point par la Commission afin de garantir des synergies appropriées tout en respectant les compétences spécifiques de chacun;

EU consultation forums and Community programmes, as well as communications, recommendations and exchanges of best practices relating to SMEs aim to improve the formulation and coordination of enterprise policy across the internal market on the basis of a common definition of SMEs. The implementation of enterprise and industrial policy requires adequate administrative capacity at the national, regional and local level.

9. Considers that, despite the progress made by setting up an inter-departmental working party at the Commission (the Inter-Service Group on Forestry), it is essential for the coordination between the various Directorates-General concerned with forestry issues to be further improved; proposes that, in addition to the existing horizontal integration of the Commission departments responsible for forestry issues, consideration should be given to vertical integration over all levels of work of Commission departments, with a basis in the Secretariat; suggests that a structural unit within the Commission Secretariat be designated to coordinate forestry-related policies;
9. considère que, malgré les progrès réalisés grâce à la mise en place, par la Commission, d'un groupe de travail interservices sur les forêts, il s'avère indispensable d'améliorer encore la coordination entre les différentes directions générales responsables des questions forestières; propose, en dehors de l'intégration jusqu'alors horizontale des services de la Commission compétents en matière sylvicole, d'envisager une intégration verticale englobant tous les domaines d'activité des services de la Commission avec un ancrage au Secrétariat général; propose à cet effet la désignation, au sein du secrétariat général de la Commission, d'une unité structurelle qui sera chargée de la coordination des politiques dans le secteur forestier;

In order to improve real convergence of economies and to limit the risks of asymmetric shock in the monetary union, stresses the necessity for Member States within the euro zone to strengthen their efforts towards the effective coordination of economic policies notably through the reinforcement of their common strategies within the Eurogroup; notes that such efforts could start with the coordination of the budgetary calendar and drafting budgets on the same hypothesis on the development of the euro-dollar exchange rate and oil prices;

1. Les parties encouragent les échanges d'informations sur leurs politiques et tendances macroéconomiques respectives et les échanges d'expérience en matière de coordination des politiques macroéconomiques dans le cadre de l'intégration régionale.

Improving coordination of national energy policies and communication on external issues: although a national prerogative, decisions on energy mix, the progressive integration of energy infrastructure and markets, the common reliance on external suppliers and the need to ensure solidarity in times of crisis, all imply that key political decisions on energy should be coordinated, and the EU needs to develop consistent messages on external aspects of energy policy.
Mieux coordonner les politiques énergétiques nationales et la communication sur les questions extérieures: bien qu’elles constituent une prérogative nationale, les décisions concernant le bouquet énergétique, l’intégration progressive des infrastructures et des marchés de l’énergie, la dépendance commune à l’égard des fournisseurs extérieurs et la nécessité de garantir la solidarité en temps de crise impliquent une coordination des décisions politiques fondamentales sur l’énergie. L’UE doit également faire entendre un message cohérent en ce qui concerne les aspects extérieurs de la politique énergétique.
