'urban node' means an urban area where the transport infrastructure of the trans-European transport network, such as ports including passenger terminals, airports, railway stations, logistic platforms and freight terminals located in and around an urban area, is connected with other parts of that infrastructure and with the infrastructure for regional and local traffic.

Member States are still the principal entity in charge of creating and maintaining transport infrastructure. However, other entities, including private-sector partners, have also become relevant for the implementation of a multimodal trans-European transport network and the related investments, including regional and local authorities, infrastructure managers, concessionaires or port and airport authorities.

1. This Regulation applies to the trans-European transport network as shown on the maps contained in Annex I. The trans-European transport network comprises transport infrastructure and telematic applications as well as measures promoting the efficient management and use of such infrastructure and permitting the establishment and operation of sustainable and efficient transport services.

- 4 - SUB-REGIONAL DEVELOPMENT SUB-PROGRAMME The main objectives of the sub-regional development sub-programme include: - supporting industrial development by improving access to industrial production facilities and indigenous raw materials (including food and forest products) and by providing adequate links to transport infrastructure and services which help to offset the effects of peripherality; - supporting the development of the tourism industry by improving access to tourism centres and developing the transport infrastructure and services within tourism areas.
SOUS-PROGRAMME CONCERNANT LE DEVELOPPEMENT SOUS-REGIONAL Le sous-programme concernant le développement sous-régional vise notamment à : - soutenir le développement industriel en améliorant l'accès aux installations de production et aux matières premières de la région (y compris les produits agricoles et sylvicoles), ainsi qu'en offrant des liaisons adéquates avec les infrastructures et services de transport contribuant à compenser l'incidence de la périphéricité du pays; - appuyer le développement du tourisme en améliorant l'accès aux centres touristiques et en développant les infrastructures et services de transport dans les zones touristiques.

- 2 - The work that the Commission has begun on trans-European networks in: - transport, - telecommunications, - gas and electricity, and - training has aroused a great deal of interest among: - governments, - industry, which is keen to exploit infrastructures with a view to boosting its competitiveness, and even - the regions, which are eager to be served by trans-European networks so that they can benefit from economic expansion generated by the large market.
