K. whereas the OSCE Mission in Moldova has been monitoring the functioning of the Romanian-language schools since the 2004 crisis when the self-proclaimed authorities in Transnistria took action against eight schools in the region that are operated by the Moldovan central authorities and follow a Moldovan curriculum; whereas the OSCE mediates between the central and the Transnistrian education authorities to find solutions for outstanding issues and prevent the emergence of new crises; whereas the self-proclaimed authorities in Transnistria have been limiting the OSCE’s mission access to the region and have forbidden access to the head of mission as of 1 February 2014;
K. considérant que la mission de l'OSCE en Moldavie a observé le fonctionnement des écoles enseignant en roumain depuis la crise de 2004 lors de laquelle les autorités autoproclamées de Transnistrie s'en sont prises à huit écoles dans la région qui dépendent des autorités centrales de Moldavie et respectent un programme moldave; considérant que l'OSCE sert de médiateur entre les autorités centrales et moldaves chargées de l'éducation afin de trouver des solutions aux problèmes en suspens et de prévenir la survenue de nouvelles crises; considérant que les autorités autoproclamées de Transnistrie ont limité l'accès de la mission de l'OSCE à la région et en ont interdit l'accès au chef de mission depuis le 1 février 2014;

The Commission advocates a more active EU role through increased political involvement in ongoing efforts to address the conflicts (Transnistria, Abkhazia, South Ossetia and Nagorno-Karabakh) and has proposed that the EU should also look at ways of enhancing its participation e. g. in monitoring.

C. whereas the European Union took important steps recently to enhance its engagement with the Republic of Moldova and the search for a resolution of the Transnistria conflict, by opening a permanent European Commission delegation in Chisinau, by appointing an EU Special Representative (EUSR) for Moldova with a mandate to contribute towards a sustainable settlement of the Transnistria conflict and by establishing an EU Border Assistance Mission (EUBAM) to Moldova and Ukraine,
C. considérant que l'Union européenne a pris récemment des mesures importantes en vue de renforcer son engagement à l'égard de la République de Moldova et d'intensifier la recherche d'une solution au conflit de la Transnistrie, en ouvrant une délégation permanente de la Commission européenne à Chisinau, en nommant un représentant spécial de l'UE pour la Moldova (RSUE), dont le mandat est de contribuer à un règlement durable du conflit en Transnistrie, et en mettant en place une mission d'assistance frontalière de l'UE (EUBAM) pour la Moldova et l'Ukraine,

The Commission is working with all the partner countries, including Russia, Ukraine and Moldova, in order to achieve a withdrawal of the Russian troops, the demilitarisation of Transnistria, the democratisation of Moldova – including Transnistria – and the establishment of effective and legal control of Transnistria by Moldova proper.
La Commission collabore avec l’ensemble des pays partenaires, y compris la Russie, l’Ukraine et la Moldova, en vue d’aboutir à un retrait des troupes russes, à la démilitarisation de la Transnistrie, à la démocratisation de la Moldova - y compris la Transnistrie - et à l’établissement d’un contrôle juridique efficace de la Transnistrie par la Moldova elle-même.

13. Takes note of the positive, though in certain respects critical, declaration by the Moldovan Parliament on the Ukrainian initiative to settle the Transnistria conflict; calls on all the parties involved to fully engage themselves in the 5+2 negotiations in which Moldova, the Transnistrian region of Moldova, Russia, Ukraine and the OSCE are participating with the EU and the United States of America as observers, and to come to a political settlement of the Transnistria conflict;
