TRADUCTIONS EN CONTEXTE

With a view to injecting a new dynamism into regional trade and investment relations, the Commission proposes a trade action plan, the Trans-Regional EU-ASEAN Trade Initiative (TREATI), which is set out in Annex II. This initiative paves the way for a possible free-trade agreement that should only come after the conclusion of the Doha Development Round and be subject to sufficient progress on regulatory convergence.
Dans le but d'imprimer un nouvel élan aux échanges régionaux et aux relations en matière d'investissement, la Commission propose l'initiative commerciale transrégionale UE-ANASE (TREATI), détaillé dans l'annexe II. Cette initiative est préalable à un possible accord de libre-échange qui devrait également attendre la conclusion du cycle de Doha sur le développement et être subordonné à des progrès suffisants en matière de convergence des réglementations.

As part of the strategy for building relations with Southeast Asia, the Commission will develop a trade action plan with the region - the Trans-Regional EU-ASEAN Trade Initiative (TREATI) - comprising dialogue and joint activities with the goal of facilitating trade and investment flows.
Dans le cadre de la stratégie visant à nouer des liens avec l'Asie du Sud-Est, la Commission mettra sur pied un plan d'action axé sur le commerce avec la région - l'initiative commerciale transrégionale UE-ANASE (TREATI) - comportant des échanges de vues et des actions communes ayant pour objectif de faciliter les flux commerciaux et d'investissements.

B. whereas the Commission’s negotiating directives for the EU-Vietnam FTA are attached to the Council’s authorisation of 23 April 2007 to enter into negotiations for a Free Trade Agreement with countries of the Association of Southeast Asian Nations (ASEAN) and follow on the endorsement by the Council of the scoping paper which outlines the common objectives of both negotiating parties, namely to intensify existing bilateral trade relations; recalls that the initial objective was to negotiate an FTA with the ASEAN region; supports therefore the possibility of negotiating fully comprehensive agreements with countries of the ASEAN region (as building blocks towards the ultimate objective of negotiating a region-to-region FTA in the future);
B. considérant que les directives de négociation de la Commission pour l'accord de libre-échange (ALE) UE-Viêt Nam sont jointes à l'autorisation du Conseil du 23 avril 2007 pour engager des négociations en vue d'un accord de libre-échange avec les pays de l'Association des nations de l'Asie du Sud-Est (ANASE) et font suite à l'approbation par le Conseil de la note de cadrage qui définit les objectifs communs des deux parties à la négociation, à savoir renforcer les relations commerciales bilatérales existantes; rappelle que l'objectif initial consistait à négocier un ALE avec la région de l'ANASE; soutient, dès lors, la possibilité de négocier des accords globaux avec les pays de la région de l'ANASE (en tant que sous-ensembles dans le but ultime de négocier, à terme, un ALE interrégional).

90. Calls for the EU to have a greater and stronger presence in the Asia-Pacific region, in particular by highlighting the achievements of democratic transition in Indonesia, the largest Muslim nation, and by contributing, through its experience and expertise, to the multilateral initiatives in and around ASEAN and to the progressive emergence of increased Trans-Pacific initiatives; takes the view that the EEAS should now make full use of the potential for boosting cooperation between EU and Asia; considers the Bandar Seri Begawan Plan of Action to strengthen the ASEAN-EU enhanced partnership as a relevant first step in this regard; also commends the recent endorsement of the Treaty of Amity as a chance for deepening cooperation, aiming to reach beyond the perspective of trade agreements between the EU and Asian countries; stresses that economic and cultural cross-fertilisation should be given higher priority, in particular by fostering direct investment opportunities and by making access for students and researchers easier and more attractive; notes that this implies a strategic coordination of Member States and EU efforts, as opposed to parallel and competing national policies; notes that in the Asia-Pacific regional security context, including territorial disputes around the South China Sea as well as concerns with North Korea , the EU as a neutral partner should be an active proponent of a stable, peaceful solution based on multilateral institutions;
90. demande à l'Union européenne d'augmenter et de renforcer sa présence dans la région d'Asie-Pacifique, notamment en mettant en avant les réalisations de la transition démocratique en Indonésie, le plus grand pays musulman, et en mettant son expérience et son expertise au service des initiatives multilatérales dans et autour des pays de l'ANASE et de l'émergence progressive d'initiatives transpacifiques accrues; est d'avis que le SEAE devrait désormais exploiter pleinement les possibilités de renforcer la coopération entre l'UE et l'Asie; considère le plan d'action Bandar Seri Begawan visant à consolider le partenariat renforcé ANASE-UE comme une première étape utile en ce sens; se félicite également de l'approbation récente du traité d'amitié, qui représente une chance d'approfondir la coopération et d'aller plus loin que les accords commerciaux entre l'UE et les pays asiatiques; insiste sur le fait qu'il convient d'accorder une priorité plus importante aux échanges économiques et culturels, notamment en encourageant les possibilités d'investissement direct et en améliorant l'accès et l'attrait pour les étudiants et les chercheurs; fait remarquer que, par conséquent, une coordination stratégique des efforts des États membres et de l'Union européenne est nécessaire, par opposition à des politiques nationales parallèles et concurrentes; fait remarquer que dans le contexte régional de sécurité de l'Asie-Pacifique, avec des conflits territoriaux en mer de Chine méridionale et des inquiétudes concernant la Corée du Nord, l'Union européenne en sa qualité de partenaire neutre doit défendre activement une solution stable et pacifique basée sur les institutions multilatérales;

Notes ASEAN’s economic growth and dynamism as well as the many free-trade initiatives relating to ASEAN; supports ASEAN-EU free-trade agreement negotiations, which must be accompanied by Partnership and Cooperation Agreements currently being negotiated between the EU and several ASEAN States; given the special political and economic circumstances of certain ASEAN countries, supports the view that, for the moment, those countries should not be parties to the Free Trade Agreement; underlines in particular the case of Burma/Myanmar, which is subject to restrictive measures adopted by the Council;
4. note la croissance économique et le dynamisme de l'ANASE ainsi que les nombreuses initiatives de libre-échange concernant l'ANASE; soutient les négociations de l'accord de libre-échange ANASE-UE, qui doivent s'accompagner d'accords de partenariat et de coopération, actuellement en cours de négociation entre l'Union européenne et certains pays de l'ANASE; estime que, compte tenu des situations politiques et économiques spécifiques que connaissent certains pays de l'ANASE, ces derniers ne devraient pas, pour le moment, être parties à l'accord de libre-échange; souligne en particulier le cas de la Birmanie/Myanmar, qui fait l'objet de mesures restrictives adoptées par le Conseil;

Chapters 2 and 3.d introduced the rationale for closer cooperation between ASEAN and the EU on trade matters and the shape of the proposed new, comprehensive Trans-Regional EU-ASEAN Trade Initiative (TREATI).

The Commission is proposing a trade action plan, the Trans-Regional EU-ASEAN Trade Initiative (TREATI), to expand trade and investment flows and establish an effective framework for dialogue and regulatory co-operation on trade facilitation, market access, and investment issues between the two regions.
La Commission propose un plan d'action commercial, le TREATI (Trans-Regional EU-ASEAN Trade Initiative) visant à développer les flux commerciaux et d'investissement et à mettre en place un cadre efficace pour un dialogue et une coopération dans le domaine de la réglementation (facilitation commerciale, accès au marché et questions d'investissement) entre les deux régions.

In addition to the Trade Promotion Authority that promises to speed up free trade negotiations, the United States has introduced the Enterprise for ASEAN Initiative (EAI), which opens the way for FTAs with ASEAN members.
Outre la mise en place de l'Autorité pour la promotion du commerce, qui devrait accélérer les négociations en matière de libre-échange, les États-Unis ont lancé l'initiative "Entreprise pour l'ANASE" (Entreprise for ASEAN Initiative, ou EAI), qui ouvre la voie à l'établissement de zones de libre-échange avec les pays membres de l'ANASE.
