The Commission shall be empowered to adopt delegated acts, in accordance with Article 12a concerning the general allocation of funds to the operational objectives of the Programme, as set out in Article 4a, and the definition of the operational objectives for the use of unallocated funds, in accordance with Regulation (EU, Euratom) No 966/2012 .

In order to reinforce the guarantee fund to support the extended guarantee, some existing instruments are recalibrated, combined with a very limited use of the unallocated margins of the EU budget.

2. Multiannual indicative programmes shall set out the priority areas selected for financing, the specific objectives, the expected results, clear, specific and transparent performance indicators and indicative financial allocations, both overall and per priority area, and including a reasonable reserve of unallocated funds but without prejudice to the powers of the budgetary authority; this may be given in the form of either a range or a minimum, where appropriate.

EUR 6bn are to be reallocated within heading 1A, EUR 2.11bn will be funded by making use of the Unallocated Margin including the Global Margin for Commitments.

6. Funds provided for by this Regulation may be left unallocated in order to ensure an appropriate response of the Union in the event of unforeseen circumstances, in particular in fragile, crisis and post-crisis situations, as well as to allow for the synchronisation with partner countries' strategy cycles and the modification of indicative financial allocations as a result of the reviews carried out pursuant to Article 11(5), Article 13(2) and Article 14(3).
6. Il est possible de ne pas allouer des fonds prévue par le présent règlement afin de permettre à l'Union de réagir de manière appropriée en cas de circonstances imprévues, en particulier dans les situations de fragilité, de crise et d'après-crise, ainsi que de permettre une synchronisation avec les cycles stratégiques des pays partenaires et la modification des dotations financières indicatives à la suite des examens réalisés conformément à l'article 11, paragraphe 5, à l'article 13, paragraphe 2, et à l'article 14, paragraphe 3.

The part of funds left unallocated at the level of each type of programme shall not exceed 5 %, except for the purpose of synchronisation and for countries referred to in Article 12(1).
