As regards the situation in Kosovo, we would highlight the illegal and illegitimate military/‘civil’ operation by the US-NATO-EU – in other words, interference, destabilisation, aggression, occupation and unilateral declaration of independence of the Serbian province of Kosovo, with total disregard for international law – and the current ‘stalemate in negotiations on the transfer of responsibilities from the United Nations Interim Administration Mission in Kosovo (UNMIK) to EULEX’ (European Union Rule of Law Mission in Kosovo) in the United Nations.

Takes the view that the European Union Rule of Law (EULEX) mission in Kosovo must safeguard the interests of national minorities as provided for by the Ahtisaari plan in order to preserve the multi-ethnic character of the territory, build confidence among ethnic communities, protect the cultural, religious and historical heritage, consolidate the rule of law and promote economic development; points out that the local ownership of these efforts will ensure a successful transition and sustainable social, political and economic development of Kosovo; voices its concern about the stalemate in negotiations on the transfer of responsibilities from the United Nations Interim Administration Mission in Kosovo (UNMIK) to EULEX; calls on the Member States to take concerted action in the UN with a view to securing recognition of the EULEX mission as part of the international civilian presence in Kosovo under UN Security Council Resolution 1244 (1999);

Since 1999, Kosovo has been governed by the United Nations Interim Administration Mission in Kosovo (UNMIK) supported by a NATO-led peacekeeping presence, the Kosovo Force (KFOR).

The European Union also welcomes the signing on 5 November 2001, by the United Nations Interim Administration Mission in Kosovo (UNMIK) and the authorities in the Federal Republic of Yugoslavia, of the UNMIK-FRY joint document concerning cooperation on matters of mutual interest between UNMIK and the future elected authorities in Kosovo, on the one hand, and the authorities in Belgrade, on the other, under United Nations Security Council Resolution 1244.

The Decision provides for the Community to make available to the United Nations Interim Administration Mission in Kosovo (UNMIK) grants of up to € 35 million, with a view to alleviating the financial situation in Kosovo, facilitating the establishment of essential administrative functions and supporting the development of a sound economic framework.
