(7) The SISNET Agreement also provides networking and associated security services for VISION, a network supporting visa consultation procedures between central authorities of Member States according to Article 17 (2) of the Schengen Convention, but it is out of the scope of this proposal since the Council, in accordance with Regulation (EC) No 789/2001 of 24 April 2001 reserving to the Council implementing powers with regard to certain detailed provisions and practical procedures for examining visa applications, is the body competent for implementing the amendments necessary for migrating VISION to another communication infrastructure.

The consultation mechanism referred to in Article 16 shall replace the Schengen Consultation Network from the date determined in accordance with the procedure referred to in Article 49(3) when all those Member States which use the Schengen Consultation Network at the date of entry into force of this Regulation have notified the legal and technical arrangements for the use of the VIS for the purpose of consultation between central visa authorities on visa applications according to Article 17(2) of the Schengen Convention.

Currently, the Schengen Consultation Network (VISION) is used as the communication network for consultations on visas.

Each Member State shall communicate to the Secretary-General of the Council such amendments as it wishes to make to the CCI concerning Part III of Annex 1 thereto, Schedule A of Annex 2 thereto (with the exception of the visa requirements relating to the countries mentioned in that Schedule which must be the subject of prior consultation) and Schedule B of Annex 2, Part II of Annex 3, and to Annexes 4, 5, 7 and 9 thereto, to the manual of documents to which a visa may be affixed, to the manual concerning the issuance of Schengen visas in third States where all the Schengen States are not represented, and to Annexes 6 and 9 of the Schengen Consultation Network (Technical Specifications).

Chaque État membre communique au secrétaire général du Conseil les modifications qu'il souhaite apporter à l'ICC en ce qui concerne la partie III de son annexe 1, l'inventaire A de son annexe 2 (à l'exception des exigences en matière de visas relatives aux pays visés dans cet inventaire pour lesquels une consultation préalable est nécessaire) et l'inventaire B de son annexe 2, la partie II de son annexe 3 et ses annexes 4, 5, 7 et 9, au manuel des documents pouvant être revêtus d'un visa et au manuel concernant la délivrance de visas Schengen dans les pays tiers où tous les États Schengen ne sont pas représentés, ainsi qu'aux annexes 6 et 9 du "Réseau de consultation Schengen - Cahier des charges".

(5) Finally, pursuant to Council Decision 2000/645/EC of 17 October 2000 correcting the Schengen acquis as contained in Schengen Executive Committee SCH/Com-ex (94) 15 rev (4), document SCH/II-Vision (99) 5 (hereinafter referred to as "Schengen Consultation Network (Technical Specifications)") which, inter alia, lays down the principles pursuant to which the computerised procedure for consultation, for the purposes of issuing visas, of the central authorities referred to in Article 17(2) of the Convention must be applied is attached to Schengen Executive Committee decision SCH/Com-ex (94) 15 rev. It is also necessary that the provisions of the Schengen Consultation Network (Technical Specifications) be adopted and regularly amended and updated.
(5) Enfin, conformément à la décision 2000/645/CE du Conseil du 17 octobre 2000 portant correction de l'acquis de Schengen contenu dans la décision SCH/COM-ex (94) 15 rév. du Comité exécutif de Schengen(4), le document SCH/II-Vision (99) 5 (ci-après dénommé "Réseau de consultation Schengen - Cahier des charges"), qui, entre autres, définit les principes selon lesquels doit s'appliquer la procédure informatisée de consultation, aux fins de la délivrance de visas, des autorités centrales visées à l'article 17, paragraphe 2, de la convention, doit être annexé à la décision SCH/Com-ex (94) 15 rév. du Comité exécutif de Schengen. Il est également nécessaire que les dispositions du "Réseau de consultation Schengen - Cahier des charges" soient adoptées et régulièrement modifiées et mises à jour.
