My question is prompted by the fact that I am puzzled by the use of the words " substantially" and " seriously," because they imply to me that reducing to an unknown quantity the amount of chemical and biological weapons will eliminate, or at least lessen, the threat of those that remain.
Ce qui m'amène à ma question, c'est l'emploi des termes «substantiellement» et «sérieusement», qui me laisse perplexe, car, à mon avis, ils sous-entendent qu'en réduisant à un nombre inconnu la quantité d'armes chimiques et biologiques, on éliminera ou, du moins, on atténuera la menace que posent celles qui resteront.
