At that meeting, an examination of the proposal for a regulation of the European Parliament and of the Council with a view to the recasting of Regulation (EEC) No 1601/91 of 10 June 1991 concerning the general rules on the definition, description and presentation of aromatized wines, aromatized wine-based drinks and aromatized wine-product cocktails resulted in the Consultative Working Party’s establishing, by common accord, as follows:

It is also proposed that the Management Committee for Wine should have competence in these matters, but that a specific working party should be set up within the Management Committee for Wine to deal with alcohol of agricultural origin.

Given the complexity and specific features of the alcohol sector, which is very different from the wine-growing sector COM, it would be appropriate, in the absence of an ad hoc management committee for alcohol, to set up within it a specific working party for this sector enabling various experts to be brought together representing the wide variety of raw materials involved in the production of ethyl alcohol.

To avoid the excessive amount of administrative work needed to verify the increase in alcoholic strength for each producer, the buying-in price for such wine delivered for distillation should be reduced by a fixed amount for each zone or zone division.
