In a previous opinion, the EESC voiced its interest in this area, explaining that ‘in [its] view, the aim of making European universities centres of excellence attracting students from all over the world is of the utmost importance and should help to demonstrate the high quality of higher education and research in Europe’ (4).

Considers that in order to increase the human resources dedicated to research in Europe, it is necessary to make professional careers in this field more attractive by eliminating administrative barriers and recognising merit and training time and work at any research centre; to this end, encourages the Commission and Member States to establish a common system to evaluate the researchers' excellence and career, as well as to assess universities' performance; reaffirms the importance of investing in education, training and skills development and complementing the linkages between education, research and innovation;

Before focusing on attracting experts from outside the European Union, I feel that our priority is to halt the exodus of researchers from Europe to other important centres across the world.

This joint action should capitalise on the research and innovation projects listed below, foster their implementation in clinical practice, and make use of their results and outcomes: ‘Clinical decision making and outcome in routine care for people with severe mental illness’ (CEDAR) (34), ‘Children of Prisoners, Interventions Mitigations to Strengthen Mental Health’ (COPING) (35), ‘European Network of Bipolar Research Expert Centres’ (ENBREC), ‘Prevalence, 1-year incidence and symptom severity of mental disorders in the elderly: Relationship to impairment, functioning (ICF) and service utilisation’ (MentDis_ICF65+) (36), ‘Financing systems’ effects on the Quality of Mental health care in Europe’ (REFINEMENT), ‘A Roadmap for Mental Health Research in Europe’ (ROAMER), ‘Save Young Lives in Europe: Promote health through prevention of risk-taking and self-destructive behaviours’ (SEYLE) (37), ‘Tailored implementation for chronic diseases’ (TICD) and ‘Work Together to Stop Truancy Among Youth’ (WE-STAY).

18. With the Sixth Framework Programme, formulas have been added to the range of possibilities - the "networks of excellence" and the "integrated projects" - which are having the effect of making research in Europe more structured by helping the development of "European centres of excellence". [11]

Stabilising the research and development potential involves strengthened partnerships and exchanges with the scientific communities within the European Union, particularly through the INTAS association which brings the EU Member States, the Community and third countries together, and the conversion of research related to weapons of mass destruction towards civil applications thanks to multilateral partnerships (Europe, USA, Japan, etc.) as implemented within specialised centres (the International Science and Technology Centre in Moscow and the Ukrainian Science and Technology Centre in Kiev).
La stabilisation du potentiel de recherche et développement passe par des partenariats et des échanges renforcés avec les communautés scientifiques au sein de l'Union, en recourant notamment à l'association INTAS qui regroupe les Etats Membres de l'Union, la Communauté et des Etats tiers, ainsi que par la reconversion de recherches liées aux armes de destruction massive vers des applications civiles grâce à des partenariats multilatéraux (Europe, USA, Japon...) mis en oeuvre au sein de centres spécialisés (International Science and Technology Centre à Moscou, Science and Technology Centre of Ukraine à Kiev).

Levels of co-operation and the sharing of research results between research centres across Europe in the socio-economic domain are still very low compared with other research fields. The potential added value of the European support in research efforts in this field is very high and related scientific work would substantially contribute to developing new strategies for regional research and innovation.
Les niveaux de coopération et le partage des résultats de recherche entre les centres de recherche d'Europe dans le domaine socio-économique sont encore très faibles par rapport aux autres domaines de recherche. La valeur ajoutée potentielle de l'aide européenne aux efforts de recherche dans ce domaine est très élevée et les travaux scientifiques correspondants contribueront sensiblement à élaborer de nouvelles stratégies en matière de recherche et d'innovation régionales.
