The opening of national economies to world market forces has been a catalyst for restructuring (driven by intense competition, new technologies and rapidly changing consumer markets. The increased opening of the world economies has impacted industrial and service activity un-evenly, but has accelerated industrial change in Europe. Increasingly, companies are re-organising production along broader geographical lines to optimise skilled labour, technology and markets at each stage of the production process. The more successful companies are re-organising both internally and externally to acquire greater flexibility through specialisation and participation global production networks, and through the development of new subcontracting relationships, and are investing in intangible assets to improve the ability to learn and innovate.
L'ouverture des économies nationales aux mécanismes du marché mondial a catalysé une restructuration déclenchée par la concurrence intense, les nouvelles technologies et l'évolution rapide des marchés de consommation. L'ouverture accrue de l'économie mondiale s'est répercutée de manière inégale sur les activités industrielles et de service, mais elle a accéléré la transformation industrielle en Europe. De plus en plus, les sociétés réorganisent leur production en fonction d'objectifs géographiques plus ambitieux afin d'optimaliser leur main-d'oeuvre qualifiée, leur technologie et leurs marchés à chaque étape du processus de production. In the financial sphere we recognise, on the one hand, the need to better utilise the existing capacity of the institutions which are part of the Bretton Woods system, and on the other hand, the need to improve the decision making process and the functioning of these institutions and their policies, in order to enable them to respond better to the new challenges of the international economic system, which has undergone major changes in recent years. We recognise the need, in this regard, for enhanced participation and active co-operation in decision making and in the establishment of the rules affecting economic issues of interest to the entire international community as a way of taking forward the concept of global governance.
Nous reconnaissons la nécessité, à cet égard, d'une participation accrue et d'une coopération active à la prise de décisions et à l'établissement de règles portant sur des questions économiques qui concernent l'ensemble de la communauté internationale, car il s'agit d'un moyen de faire progresser l'idée d'une gouvernance mondiale.
