Strongly condemns all acts of violence committed against civilians in violation of international humanitarian law and human rights law in Sudan; urges the EU and the international community to agree on an unified approach to addressing the protection of civilians and ending human rights violations, particularly in Darfur, Southern Kordofan and Blue Nile; calls on the Government of Sudan and the SPLM/North to enter immediately into direct talks with a view to agreeing on a complete cessation of hostilities and reaching a political settlement on the basis of the 28 June 2011 Framework Agreement, as stipulated in UN Security Council Resolution 2046; stresses the importance of keeping international actors in the conflict zones, and urges the Sudanese authorities to ensure their safety, along with that of civilians; recalls the EU’s and Member States’ responsibilities concerning enhanced support for and cooperation with the International Criminal Court in implementing the arrest warrants taken out against Ahmad Muhammad Harun, Ali Muhammad Ali Abd-Al-Rahman, Abdel Rahim Mohammed Hussein and President Omar Hassan Ahmad Al Bashir;
46. condamne fermement tout acte de violence commis à l'encontre de civils au Soudan, en violation du droit international humanitaire et des droits de l'homme; exhorte l'Union européenne et la communauté internationale à convenir d'une approche commune pour assurer la protection des civils et mettre un terme aux violations des droits de l'homme, notamment au Darfour, au Kordofan-du-Sud et au Nil-Bleu; invite le gouvernement du Soudan et le SPLM-N à engager immédiatement des pourparlers directs afin de convenir d'une cessation complète des hostilités et d'arriver à une solution politique sur la base de l'accord-cadre du 28 juin 2011, comme le prévoit la résolution 2046 du Conseil de sécurité de l'ONU; insiste sur l'importance de maintenir des acteurs internationaux dans les zones de conflit et exhorte les autorités soudanaises à garantir leur sécurité ainsi que celle des civils; rappelle l'obligation, pour l'Union européenne et ses États membres, de renforcer leur soutien et leur coopération avec la Cour pénale internationale pour exécuter les mandats d'arrêt à l'encontre de Ahmed Mohammed Haroun, Ali Mohammed Ali Abd-Al-Rahman, Abdel Rahim Mohammed Hussein et du président Omar Hassan Ahmed el-Béchir;
