- 3 - As regards the abolition of controls on goods, progress has been made both in the customs field (abolition of the transit regime in intra-Community trade, abolition of checks on origin for products on the Community market) and in the veterinary and plant-health spheres, where the Commission is planning to set up, in response to doubts expressed by the Member States, an agency to provide technical support for administering Community rules.

3. The setting of the deadline for transposition into national law at 1 January 1994 shall be without prejudice to the abolition of veterinary checks at frontiers provided for by Directives 89/662/EEC and 90/425/EEC.
