In other areas, such as maritime surveillance, to which you refer, we would not need to have standing forces committed to a homeland security command on a day-to-day basis but, rather, we would share information on surveillance and on the intelligence that we have about potential maritime-based threats to North America, be they a direct threat or information related to a suspected smuggler.
