TRADUCTIONS EN CONTEXTE

To this end, the Commission is proposing to amend Article 77a of Regulation (EC) No 1198/2006 so that its application will not be limited to the current year and the Commission will be able to continue, until the end of the eligibility period and the submission of the final application for payment, to reimburse newly declared expenditure by applying the 10% increase over and above the co-financing rates for the priority axes of the 2007-2013 operational programmes co-financed by the EFF.
À cet effet, la Commission présente l'amendement à l'article 77 bis du règlement (CE) n° 1198/2006, afin de ne pas limiter sa durée à l'année en cours et de lui permettre de continuer de rembourser, jusqu'à la fin de la période d'éligibilité et jusqu'à la date de dépôt de la demande de paiement final, les nouvelles dépenses déclarées, majorées de dix points de pourcentage au-dessus du taux de cofinancement des axes prioritaires des programmes opérationnels cofinancés par le FEP pour la période 2007-2013.

By way of derogation from Article 53(2), from the second sentence of Article 53(4) and from the ceilings set out in Annex III, interim payments and payments of the final balance shall be increased by an amount corresponding to 10 percentage points above the co-financing rate applicable to each priority axis, but not exceeding 100 %, to be applied to the amount of eligible expenditure newly declared in each certified statement of expenditure submitted until the end of the programming period, where, after 21 December 2013 a Member State meets one of the following conditions:
Par dérogation à l'article 53, paragraphe 2, à l'article 53, paragraphe 4, seconde phrase, et aux plafonds figurant à l'annexe III, les paiements intermédiaires et les paiements du solde final sont majorés d'un montant correspondant à dix points de pourcentage au-dessus du taux de cofinancement applicable à chaque axe prioritaire, sans toutefois dépasser 100 %, et applicable au montant des dépenses éligibles récemment déclarées dans chaque état des dépenses certifié soumis jusqu'à la fin de la période de programmation, lorsque, après le 21 décembre 2013, un État membre satisfait à l'une des conditions suivantes:

In order to facilitate the management of Union funding, to help accelerate investments in Member States and regions and to increase the impact of funding on the economy, it is necessary to allow, in justified cases, temporarily and without prejudice to the 2014 to 2020 programming period, an increase of interim payments from the European Fisheries Fund by an amount corresponding to 10 percentage points above the co-financing rate applicable for each priority axis for Member States that are facing serious difficulties with respect to their financial stability and that have requested to benefit from this measure, resulting in a corresponding reduction in the national counterpart.
Afin de faciliter la gestion des fonds fournis par l’Union, de contribuer à l’accélération des investissements dans les États membres et les régions et d’accroître l’impact des fonds sur l’économie, il est nécessaire d’autoriser que, dans les cas qui le justifient, à titre temporaire et sans préjudice de la période de programmation 2014-2020, les paiements intermédiaires du Fonds européen pour la pêche puissent être augmentés d’un montant correspondant à dix points de pourcentage au-dessus du taux de cofinancement applicable pour chaque axe prioritaire pour les États membres confrontés à de graves difficultés quant à leur stabilité financière et qui ont demandé à bénéficier de cette mesure, cette augmentation entraînant une réduction correspondante de la contrepartie nationale.

In order to facilitate the management of Union funding, to help accelerate investments in Member States and regions and to improve the availability of funding to implement the cohesion policy it is necessary to allow, in justified cases, temporarily and without prejudice to the 2014 to 2020 programming period, an increase of interim payments and payments of the final balance from the Structural Funds as well as from the Cohesion Fund, by an amount corresponding to ten percentage points above the co-financing rate applicable for each priority axis, for Member States which are facing serious difficulties with respect to their financial stability, and have requested to benefit from this measure.
Pour faciliter la gestion des fonds fournis par l’Union, aider à l’accélération des investissements dans les États membres et les régions et améliorer la disponibilité des fonds afin de mettre en œuvre la politique de cohésion, il est nécessaire d’autoriser, dans les cas où cela est justifié, à titre temporaire et sans préjudice de la période de programmation 2014 à 2020, l’augmentation des paiements intermédiaires et des paiements du solde final des Fonds structurels et du Fonds de cohésion d’un montant correspondant à dix points de pourcentage au-dessus du taux de cofinancement applicable pour chaque axe prioritaire pour les États membres confrontés à de graves difficultés quant à leur stabilité financière et qui ont demandé à bénéficier de cette mesure.
