7. Fisheries - Integration of Spain and Portugal into the common policy The European Council calls upon the Council to adopt non-bureaucratic Community measures for all Community fishing vessels before the end of the year, while taking full account of the Declaration on Fisheries adopted during the accession negotiations and the acquis communautaire in the fisheries sector, and to lay down conditions for access to the zones and resources which are subject to specific provisions by virtue of the Act of Accession of Spain and Portugal, bearing in mind that fishing effort must not be increased. 8. Northern Ireland The European Council welcomed the reports of the Prime Ministers of the United Kingdom and of Ireland on the progress made in the peace process.
7. Pêche - Intégration de l'Espagne et du Portugal dans la politique commune Le Conseil européen demande au Conseil de prendre avant la fin de l'année, en rejetant toute attitude bureaucratique et dans le respect de la déclaration adoptée lors des négociations d'adhésion à propos de la pêche et de l'acquis communautaire dans ce secteur, des mesures applicables à tous les navires de pêche de la Communauté ; il sera tenu compte, à cet égard, de la nécessité de ne pas accroître l'effort de pêche et de déterminer les conditions d'accès aux zones et ressources de pêche pour lesquelles des dispositions particulières sont applicables en vertu de l'acte d'adhésion de l'Espagne et du Portugal. 8. Irlande du Nord Le Conseil européen se félicite des rapports des Premiers ministres du Royaume-Uni et de l'Irlande sur les progrès du processus de paix.
