(21) Furthermore, in order to improve the information basis for future identification of priority substances, in particular as regards emerging pollutants, the power to adopt acts in accordance with Article 290 of the Treaty on the Functioning of the European Union should be delegated to the Commission in respect of the drawing up of a watch list and of the monitoring methods used for monitoring the substances on that watch list.
(21) En outre, afin d'améliorer la base d'informations nécessaire pour le recensement de nouvelles substances prioritaires, eu égard en particulier aux nouveaux polluants, il convient de déléguer à la Commission le pouvoir d'adopter des actes conformément à l'article 290 du traité sur le fonctionnement de l'Union européenne en ce qui concerne l'établissement d'une liste de vigilance et des méthodes de surveillance employées pour surveiller les substances de cette liste.

By unanimous consent, it was ordered, That Monique Hébert, Research Officer of the Standing Committee on Environment and Sustainable Development, be authorized to travel to Toronto, Ontario, from June 21 to 23, 1999, for the purpose of participating in the Conference on " Tactical Briefing on the New Canadian Environmental Protection Act (Bill C-32, An Act respecting pollution prevention and the protection of the environment and human health in order to contribute to sustainable development)" .

(13) Security checks in the port may be carried out by the competent authorities for maritime security of the Member States, but also, as regards the international ship security certificate, by inspectors acting in the framework of port State control, as provided for in Council Directive 95/21/EC of 19 June 1995 concerning the enforcement, in respect of shipping using Community ports and sailing in the waters under the jurisdiction of the Member States, of international standards for ship safety, pollution prevention and shipboard living and working conditions (port State control) .
