21. Calls for action to be taken fully to inform EU citizens and residents of their fundamental rights, including awareness-raising campaigns targeting both the general public and vulnerable groups, non-formal education initiatives and non-discrimination and equality mainstreaming in formal education curricula, as well as to make EU and Member States' institutions active in the AFSJ more aware of the core importance of fundamental rights, and to identify ways of seeking redress, either at national or European level, in cases where those rights are violated;
21. demande que des mesures soient prises pour informer pleinement les citoyens et résidents de l'Union européenne sur leurs droits fondamentaux, notamment grâce à des campagnes de sensibilisation axées à la fois sur le grand public et les groupes vulnérables, à des initiatives d'éducation non formelle et à l'intégration de la non-discrimination et de l'égalité dans les programmes d'éducation formelle, mais aussi pour que les institutions de l'Union européenne et des États membres intervenant dans l'ELSJ soient plus sensibles à l'importance centrale des droits fondamentaux, et afin de recenser les voies de recours, soit au niveau national, soit au niveau européen, pour les cas où ces droits sont violés;

21. Stresses the importance of consolidating capacities for cooperation and effective absorption of the funds available, using all possible means, including exchange of best practices, information campaigns, common actions, exchanges of new technology and development of partnerships, since this will contribute to the efficient implementation of the cooperation programmes under way and in particular an increase in the absorption capacity of the new Member States;

Calls on the Commission to include the sheep and goat sector in the ‘second programme of Community action in the field of health (2008-13)’ in order to promote the health and protein benefits of sheepmeat and goatmeat to consumers, particularly to young people who are low consumers of sheep and goat products, and to conduct an active information campaign in the Member States on sheepmeat and goatmeat and their derived products;

Instructs its President to forward this resolution to the Commission, the Council, the governments of the Member States, the UN Secretary-General, the OSCE Secretary-General, the International Committee of the Red Cross, the 'Landmine.de' Action Group (Aktionsbündnis Landmine.de), the International Campaign to Ban Landmines (ICBL), Geneva Call, the ACP-EU Joint Parliamentary Assembly, the Governments of the United States of America, the Russian Federation, the People's Republic of China, Israel, Pakistan and India and the President-Designate of 9th Meeting of the States Parties to the Convention and of the First Review Conference.

In order to highlight the closing of the campaign, a prize for the best renewable energy programme of the last four years was awarded to the region of Upper Austria "Energie 21 - The Energy Action Plan for Upper Austria", which is run by the O.Ö. Energiesparverband.

Whereas the Council and the representatives of the Governments of the Member States meeting within the Council of 21 June 1991 adopted a resolution requesting the Commission to draw up and implement a Community programme of practical measures designed to put into effect new common initiatives and compare existing national experience in the areas of action and research relating to the campaign on road accidents and the consequences thereof for the victims (3);
