Annual work programmes implementing the multiannual programmes will be adopted by means of the committee procedure and will contain non-essential elements such as a description of the actions and the amount allocated to each action.

4. Demands that additional finance be allocated to the milk sector, in order to mitigate the impact of ongoing price volatility within the sector, the abolition of the quota system and the Russian embargo; calls for increased funding for the organisation and consolidation of producer organisations in the fruit and vegetable sector, and further insists that some specific agricultural sub-sectors, such as beekeeping, are in need of greater funding; highlights the importance of schemes for milk and fruit in schools, and proposes an increase in appropriations of EUR 20 million a year for the milk programme, in line with the vote of the Committee on Agriculture; stresses the need for support for organic farming, and for geographical indication schemes including ‘traditional speciality guaranteed’ schemes;

On the other hand, including milk and milk derivatives in Article 186 grants certain powers to the Committee set up by the European Parliament and to the Council, although no specific indication has been given of what practical action is to be taken.
D’un autre côté, l’inclusion du lait et des dérivés du lait sous l’article 186 accorde certains pouvoirs à la commission mise sur pied par le Parlement européen ainsi qu’au Conseil, bien qu’aucune indication pratique n’ait été fournie quant aux actions concrètes à entreprendre.

13. Calls on the Leonardo da Vinci Committee, in the face of heavy criticism of its narrow focus on matters relating to the allocation of resources, to concentrate to a much greater extent on its role in guiding the programme in terms of thematic focus: reserves the right to take budgetary action should the actual objectives of the programme continue to be neglected by the Committee;
13. demande au comité Leonardo da Vinci, eu égard aux graves critiques formulées contre l'accent unilatéral placé par ce dernier sur les questions de ventilation des crédits, de se concentrer bien davantage sur son rôle directeur en liaison avec l'orientation thématique du programme; se réserve le droit de tirer des conséquences budgétaires si les véritables objectifs du programme continuent à être négligés par le comité;

4. The arrangements for the allocation of funds to each Member State for the mobility activities provided for in Action 3, point 2(h) (Adult education visits and exchanges) and 6.1, point 2, second indent (Arion), for the organisation of the mobility of students and university teachers in accordance with Section III. l (b), for the support of preparatory visits and for the preparatory measures referred to in Section IV, point B.4 will be decided upon by the Commission after receiving the opinion of the committee in accordance with Article 8(2) of the Decision.
4. Les dispositions concernant l'allocation des fonds à chacun des États membres pour les activités de mobilité prévues à l'action 3, point 2 h) (visites et échanges dans le cadre de l'éducation des adultes) et à l'action 6.1, point 2, deuxième tiret (ARION), pour organiser la mobilité des étudiants et des professeurs d'université conformément à la section III, point 1 b), ainsi que pour soutenir les visites préparatoires et les mesures préparatoires visées à la section IV, point B 4, sont arrêtées par la Commission après consultation du comité, conformément à l'article 8, paragraphe 2, de la décision.
