Second, it implements the action plan on perimeter security and economic competitiveness and the action plan on regulatory co-operation, which will facilitate trade and investment flows with the United States, our most important trading partner.

We are doing this through initiatives such as the action plan on perimeter security and economic competitiveness and the action plan on regulatory co-operation. These were both announced by our Prime Minister and President Obama in December of last year.

3.1. Cost-effective promotion and prevention measures of communicable and non-communicable diseases: this will include actions towards the setting up of pan-European networks and partnerships engaging a wide range of actors in communication, education and awareness raising actions on key health issues such as the elimination of environmental health risks, mental health, smoking prevention, alcohol and drug abuse, unhealthy eating and a sedentary lifestyle within the context of tackling diet-related obesity, and health promotion programmes aimed at the general public, internal and external air pollution with a focus on the cross-border dimension and on Member States with no or little action on these issues, and operating in a gender-sensitive framework.
3.1. Mesures de sensibilisation et de prévention économiquement efficaces à l'égard des maladies transmissibles et non transmissibles: actions visant à l'établissement de réseaux et partenariats européens associant un large éventail d'acteurs dans des campagnes de communication d'éducation et de sensibilisation sur les grandes questions de santé telles que la prévention des risques en matière de santé environnementale, la prévention du tabagisme, l'abus d'alcool et de drogue, les mauvais comportements alimentaires et la sédentarité dans le cadre de la lutte contre l'obésité, et les programmes de promotion de la santé à l'intention du grand public, la pollution de l'air intérieur et extérieur en accordant une attention particulière à la dimension transfrontalière et aux États membres qui mènent peu, voire pas d'actions dans ces domaines et agissant dans un cadre sensible à la dimension hommes-femmes.

Decision No 888/98/EC of the European Parliament and the Council of 30 March 1998 establishing a programme of Community action to ameliorate the indirect taxation systems of the internal market (Fiscalis programme) (hereinafter "the 2002 programme") and Decision No 2235/2002/EC of the European Parliament and the Council of 3 December 2002 adopting a Community programme to improve the operation of taxation systems in the internal market (Fiscalis 2003 – 2007) (hereinafter "the 2007 programme") have significantly contributed to the achievement of those objectives for the periods 1998 to 2002 and 2003 to 2007.
La décision n° 888/98/CE du Parlement européen et du Conseil du 30 mars 1998 portant adoption d'un programme d'action communautaire visant à améliorer les systèmes de fiscalité indirecte du marché intérieur (programme Fiscalis) (ci-après "le programme 2002") et la décision n° 2235/2002/CE du Parlement européen et du Conseil du 3 décembre 2002 portant adoption d'un programme communautaire visant à améliorer le fonctionnement des systèmes fiscaux dans le marché intérieur (programme Fiscalis 2003-2007) (ci-après "le programme 2007") ont contribué de manière significative à la réalisation des objectifs susmentionnés pour les périodes 1998-2002 et 2003-2007.

Apart from the great benefit to warming Russian–American relations, President Putin’s actions and Russia’s co-operation in these issues reminded the United States that Russia remains important and that Russia’s co-operation and goodwill are crucial to American policy in certain areas.

The programme will cover 'the ongoing work programme of a body operating at European or world level which pursues an aim of general European interest in the field of education and training or an objective forming part of the European Union's policy in this area' (Article 1(2)(a)) or 'a specific action promoting the European Union's action in this area, providing information on European integration and the objectives pursued by the Union in its international relations or supporting Community action and relaying it at national level' (Article 1(2)(b)).
7. Le programme couvrira soit "le programme de travail permanent d'un organisme actif au niveau européen ou mondial poursuivant un but d'intérêt général européen dans le domaine de l’éducation et de la formation ou un objectif qui s'inscrit dans le cadre de la politique de l'Union européenne dans ce domaine" (article 1, paragraphe 2, point a)), soit "une action ponctuelle de promotion de l'action de l'Union européenne dans ce domaine, d’information sur l'intégration européenne et sur les objectifs que l'Union poursuit dans le cadre de ses relations internationales ou de soutien à l'action communautaire et de relais de celle-ci au niveau national" (article 1, paragraphe 2, point b)).

The programmes involved are the action programme for equal opportunities, the MEDIA programme and the action programme against discrimination.
