Stresses the urgent need for the US, the EU and NATO to analyse together with the UN what strategic and conceptual misjudgements have contributed to the prevailing instability in Afghanistan; believes that the focus on military solutions has to be replaced by reinforced civil reconstruction efforts and enhanced support for a local security and justice system; calls on the US Government to end ‘Operation Enduring Freedom’ activities in Afghanistan and to support an initiative for an international Council led by the United Nations Assistance Mission in Afghanistan, comprising the main donors, military contributors and UN organisations in order to integrate the various reconstruction efforts in Afghanistan into one joint concept and decision-making structure;
38. souligne la nécessité urgente pour les États-Unis, l'Union européenne et l'OTAN d'analyser, de concert avec l'ONU, de quelles erreurs stratégiques et conceptuelles s'est nourrie l'instabilité qui prévaut en Afghanistan; estime qu'il faut remplacer l'accent mis sur des solutions militaires par un redoublement d'efforts en vue de la reconstruction civile et un soutien accru à l'appareil judiciaire et de sécurité local; demande au gouvernement américain de mettre fin à l'opération "Liberté immuable" en Afghanistan et de soutenir une initiative en faveur d'un Conseil international qui serait conduit par la mission de l'ONU en Afghanistan et réunirait les principaux donateurs, les contributeurs à l'effort militaire et les différents organismes de l'ONU dans le but d'intégrer les divers efforts de reconstruction en Afghanistan en une seule structure commune de conception et de prise de décision;
