The Council also confirmed the agreement already reached in the Permanent Representatives Committee on 13 September concerning other aspects of the Presidency compromise, namely, the principle of the inclusion of a multiannual reference amount still to be fixed , the need for an opinion from the MED Committee on strategy documents, the improvement of on-the-spot coordination between the Commission and the Member States, the principle of an annual meeting of the MED Committee to discuss implementation of Structural Adjustment Facilities and an agreement in principle on a mechanism for release of dormant commitments ("sunset clause") that the Commission undertook to apply to all external aid programmes as of the 2001 budget, the future examination in the more general context of the effectiveness of the Union's external aid of the possibility of entrusting the execution of certain projects to national agencies.

Additionally, many rural areas are already under intense need of adjustment, with gaps in their infrastructure and provision of services, insufficient numbers of jobs outside farming, a lack of education and training facilities, all of which threatens the social and environmental balance and the Community's own cohesion process.
A noter en outre que d'importants efforts en matière d'adaptation s'imposent dès à présent dans bon nombre de zones rurales. Diverses carences dans le domaine de l'infrastructure et des services, l'insuffisance du nombre des emplois extra agricoles et le manque de possibilités en matière de formation et de perfectionnement mettent en péril l'équilibre social et écologique ainsi que le processus européen de cohésion.

The grants will be used for various programmes already approved by the Commission since the country's return to democracy: - an ECU 25 million rehabilitation programme focusing on road infrastructure, agriculture, water and education - an ECU 16 million rehabilitation programme in the energy sector to rebuild a power station destroyed by fire - a structural adjustment support programme worth ECU 23 million to help the health and education sectors - the release of Stabex funds (ECU 25 million) to offset the loss of income due to a fall in the value of farm exports such as cocoa, coffee and essential oils. The funds will help to rehabilitate infrastructure and rural facilities.
Ces dons se concrétisent sous forme de divers programmes déjà approuvés par la Commission depuis le retour du pays à la démocratie: - un programme de réhabilitation d'un montant de 25 MECU dans le domaine des infrastructures routières, de l'agriculture, de l'eau et de l'éducation. - un programme de réhabilitation dans le secteur de l'énergie d'un montant de 16 MECU destiné à réhabiliter une centrale électrique sinistrée par un incendie. - un programme d'appui à l'ajustement structurel de 23 MECU dont les fonds seront affectés aux secteurs santé et éducation. - le débloquage des fonds Stabex (fonds compensant la baisse de revenu du pays dûe à la dépréciation des produits agricoles exportés: cacao, café et huiles essentielles).
