While acknowledging recent progress in the field of public administration, the Association Council noted the necessity to considerably enhance administrative capacity and improve co-ordination at local and regional level in Bulgaria, particularly with a view to ensuring the effective and responsible implementation of EU structural funds.

Notes that Bulgaria continues to fulfil the political criteria, and urges Bulgaria to channel maximum political, financial and administrative energy into practical implementation of legislation and strategies, in order to deliver tangible results; reminds the Bulgarian government of the need to step up its efforts to develop sufficient administrative and judicial capacity to implement and enforce the acquis, with particular reference to the Anti-Corruption Strategy and the urgently needed continued reform of the judiciary;

Bulgaria should be able to meet the obligations of membership at the envisaged date of accession, provided that it steps up its efforts to that end in a number of areas, and that it focuses on strengthening its overall administrative capacity.

In addition, specific allocations will need to be foreseen as follows : €350 million to further support the decommissioning of Units 1 4 of the Kozloduy nuclear plant in Bulgaria in the period 2004-2009; additional funds for Bulgaria and Romania amounting to €82 million for the period 2007-2009 to support the establishment and reinforcement of administrative structures and capacities that are necessary to properly implement the EU legislation.
Il conviendra, de surcroît, de prévoir les allocations spécifiques suivantes: 350 millions d'euros pour poursuivre l'aide au déclassement des réacteurs 1 4 de la centrale nucléaire bulgare de Kozloduy au cours de la période 2004-2009; des fonds supplémentaires de 82 millions d'euros en faveur de la Bulgarie et de la Roumanie pour la période 2007-2009, afin de soutenir la mise en place et le renforcement des structures et capacités administratives nécessaires à la bonne mise en œuvre de la législation de l'Union européenne.
